공공기관 성과에 대한 관리요인과 환경요인의 영향력

The Impact of the Managerial Factors and the Environmental Factors on the Korean Public Institutions: The PLS Structural Equational Modeling Analysis

정부는 공공기관 효율화를 위한 제도개선 이외에 공공기관을 관리하기 위한 수단으로 공공기관 경영평가제도를 도입하여 운용하고 있다. 현재 시행되고 있는 경영평가제도는 1983년 시작되어, 2007년 공운법 공포로 체계화되어 오늘에 이르고 있다. 그런데 공공기관 경영평가제도는 주로 통제가 수월한 관리요인을 반영하여 공공기관의 성과를 판단하도록 설계되어 있다. 따라서 통제가 곤란한 환경요인은 평가지표에서 배제되어있는 것이 현실이다. 따라서 보다 공정한 평가를 위해서는 공공기관 환경요인이 성과에 미치는 영향도 파악해 볼 필요성이 제기된다. 이러한 문제의식에 입각해서 본 연구에서는 공공기관의 관리요인과 더불어 환경요인이 성과에 미치는 영향을 고찰하게 되었다. 구체적으로 부분최소자승법 기반의 구조방정식모형(PLS-SEM: Partial Least Squares Structural Equation Modeling)을 이용하여 2014년과 2015년 경영평가를 받은 공기업 및 준정부기관을 대상으로 환경요인과 관리요인이 성과에 미치는 영향을 분석하였다. 첫째, 우선 관리요인이 성과에 미치는 영향을 분석하였다. 이를 위해 관리요인을 동기유발요인과 조직역량요인으로, 그리고 성과를 공공성, 수익성, 경영평가결과 요인으로 세분하였다. 분석결과 관리요인의 상당한 영향력이 입증되었다. 둘째, 공공기관의 성과에 영향을 미치는 정치적 환경, 경제적 환경, 조직특성, 기관장리더십, 학습혁신 등의 환경요인들을 분석모형에 추가하여 이들 환경요인들이 관리요인과 성과에 미치는 효과를 분석하였다. 분석결과 경제적 환경을 제외한 네 가지 환경요인들이 부분적으로 관리요인과 성과에 영향력을 나타내고 있음을 알게 되었다. 향후 정부에서 추가하고 있는 경영평가지표 중에 본 연구에서 제시한 지표가 포함되고 있는지 검토함으로써 본 연구의 예측력을 판단해 볼 필요성이 제기된다.

Many previous studies have primarily analyzed the impact of the managerial factors on the performance of the public institutions, with dismissing the impact of the environmental factors. Thus, this paper explores the impact of the environmental factors as well as the impact of the managerial factors on the performance of public institutions. For this purpose, we analyze the impact of the above-mentioned two types of factors on the 2013-2014 performance of Korean public insitutions with the PLS-MGA(Partial Least Squares Structural Equation Modeling). As a result of analysis, we can find the facts as follows. Firstly, the managerial factors have a certain impact on the performance of public institutions. That is, motivation factor and organization capacity factor have a certain impact on profitability factor and publicity factor. Secondly, the environmental factors have a certain impact on the managerial factors, and furthermore on the performance of public institutions. That is, political environment factor, economic environment factor, organization traits factor, leadership factor, and learning innovation factor have a certain impact on motivation factor and organization capacity factor, and furthermore on profitability factor and publicity factor. The results of this study implies that we need to include the environmetal factors in addition to the managerial factors for the study of impact factors of public institutions’ performance.
