지방개발공사에 대한 중앙정부 통제가 성과인식에 미치는 영향에 대한 실증 연구

An empirical study on the effect of central government control over local development corporations on performance perception

본 연구의 목적은 지방개발공사에 대한 중앙 및 지방정부의 주요통제제도와 함께 이명박정부부터 현재 문재인정부까지 지난 10여년간의 정부별 개별통제에 대해 기업의 책임성 확보를 위한 대리인-청지기 이론적 관점에서의 사례연구와 성과분석을 실시하여 그 과실을 밝히고 문제점에 대한 개선방안을 도출하여 향후 중앙정부의 지방공기업 정책이 합리적이며 효율적으로 수립·시행될 수 있도록 하고자 연구를 수행하였다. 그 결과, ① 지방개발공사에 대한 정부통제 효과는 순기능과 역기능이 혼재되어 있음을 알 수 있었고 ② 지방개발공사 직원들은 정부의 통제제도가 지방공기업 경영에 부정적으로 작용한다고 인식하고 있고, ③ 12명의 전문가 그룹들도 정부의 통제제도가 지방공기업 경영에 기여하지 못했다고 인식하고 있으며, ④ 실효성 있는 정부통제는 지방개발공사 소속 직원 및 전문가 그룹 모두 긍정적으로 인식하고 지방공기업 경영에도 기여한 것으로 나타났다. 이에 따른 정책제언으로 ① 충분한 소통과 피드백을 통한 정부시책 마련, ② 통제의 대상 및 범위에 대한 명확한 구분, ③ 정권이 바뀔 때마다 급변하는 정책수립을 지양하고 표준화된 시스템 도입으로 지속적인 경영합리화 도모, ④ 교육훈련을 통한 신뢰중심의 조직문화 및 책임성 확보 등을 제시하였다.

The purpose of this study was to conduct a case study and performance analysis from the Lee Myung Bak government to the current Moon Jae In government to secure corporate responsibility for individual control over the past decade to reveal its negligence and draw ways to improve problems. As a result, it was found that ① the government's control effect on local development corporations was mixed with net and dysfunctions, ② employees of local development corporations perceived that the government's control system negatively affected the management of local public enterprises, ③ a group of 12 experts also recognized that the government's control system did not contribute to the management of local public enterprises, ④ effective government control was positively recognized by both employees and expert groups belonging to the local development corporation and contributed to the management of local public enterprises. Policy suggestions suggested ① preparing government policies through sufficient communication and feedback, ② a clear distinction of the subject and scope of control, ③ avoiding rapidly changing policy establishment and introducing a standardized system, ④ securing trust-oriented organizational culture and responsibility through education and training.
