A Study on the Origin, Structure, Assumptions and Limitations of the Multi-Streams Framework

본 연구는 정책 형성 과정을 분석하기 위한 분석모형 중 동시대적으로, 역사적으로 가장 빈번하게 인용되며 그 영향력을 넓혀온 다중흐름모형(Multi-Streams Framework)을 분석하였다. 1984년 Kingdon의 저작 <의제, 대안 및 공공 정책(Agendas, Alternatives, and Public Policies)>이 발표된 이래로 다중흐름모형은 수백건의 인용을 축적하면서 정책 문헌에서 우월한 지위에 있어왔다. Kingdon의 은유 및 가설이 이론적으로 불안정하고, 실증적으로 관찰하기 어렵다는 비판이 있지만, 이에 대응해 Zahariadis 등 일단의 학자들은 Kingdon의 은유 및 가설이 실증적 사례들로 탄탄하게 논증되고 있다며 다중흐름모형의 분석적 우위성을 주장하기도 했다. 많은 비판과 옹호의 대상이 되면서, 그리고 보다 포괄적이며 완전한 정책 형성 과정의 이해를 위해 자체적 변형을 모색하거나, 다중 모형을 위한 플랫폼으로서의 역할을 하면서 다중흐름모형은 정책 분석 이론 분야에서 중심의 지위를 지켜오고 있다. 본 연구는 이와 같이 정책 분석학계에서 허브의 역할을 하고 있는 다중흐름모형의 기원, 구조, 가설 및 한계 분석을 통해 다중흐름모형의 통찰력 및 이후 연구를 위한 잠재성을 확인하고, 이를 기반으로 앞으로의 발전적 연구방향을 제시하고자 하였다.

The purpose of this study is to analyse the Multi-Streams Framework, which has expanded its influence while being used most frequently both contemporaneously and historically among the analysis models to study the policy making process. Since the Kingdon work <Agendas, Alternatives, and Public Policies> was published, the Multi-Streams Framework has been the most influential theoretical framework by being cited hundreds of times. There were a lot of criticism on the Framework arguing that it was not stable and had difficulty in observing the policy making process empirically. However, some scholars including Zahariadis asserted the analytical superiority of the Multi-Streams Framework, saying that Kingdon’s metaphors and assumptions are strongly demonstrated with many empirical cases. Being the target of considerable criticism or advocacy and the platform for the multiple models, the Multi-Streams Framework has kept the prominent status in the area of policy analysing theory. This study is to confirm the insight of the Multi-Streams Framework and its potential for the future research through analysing the origin, structure, assumption and limitation of the Framework, which has played a role as a hub in the policy analysis field, and present the direction of the future research.
