목민심서에 나타난 공무원의 직업윤리의식 탐색

The Exploration of vocational ethics in Mok-min-sim-su which is Jeong Yak-Yong’s Admonitions on Governing of the Joseon Dynasty period in Korea 1762-1836

목적 높은 청년 실업률이 지속되는 가운데 공무원 진입을 희망하는 지원 경쟁률은 가중되고 있다. 이러한 현실에서 공무원 채용은 공정 채용을 위한 지식 위주의 객관화된 경쟁 채용이 주가 되나 보니, 공무원 직업윤리 의식함양을 위한 직업교육은 상대적으로 미약 해질 수밖에 없다. 하지만, 공무원의 직업윤리 의식은 직무수행에 있어서 매우 중요할 뿐만 아니라, 조직 내 사기 진작은 물론 국민의 신뢰도와도 직결된다. 이에 공무원 채용, 교육, 인사평가에 있어서 직업윤리의식 적용기준을 보다 강화해야 한다. 이에 다산 정약용 의 목민심서에 나타난 공무원 직업윤리의식 요인을 도출하고자 하였다. 방법 본 연구의 Ⅱ장에서는 다산의 삶을 통해 목민심서의 배경이 된 조선 후기의 실학사상 등장 배경, 발전을 고찰하고, 목민심서 내용을 구조화하여 사상을 탐색하였다. Ⅲ장에서는 목민심서를 NCS 직업윤리 구분을 기준틀로 삼아, 현대 공무원이 갖추어야 하는 직업윤리 개념을 탐구하였다. Ⅳ장에서는 이와 관련한 현실 문제 및 학문적 견해를 제시하였다. 결과 첫째, 공무원들은 국민 앞에서 근면해야 한다. 둘째, 공무원들은 직무수행에 있어서 정직해야 한다. 셋째, 공무원은 맡은 직무 에 성실성을 가지고 임해야 한다. 넷째, 공무원은 봉사 정신이 투철해야 한다. 다섯째, 공무원은 책임의식을 가지고 직무를 수행해야 한다. 여섯째, 공무원은 준법정신이 투철하여 타의 모범이 되어야 한다. 일곱째, 공무원은 조직사회에서는 직업예절을 준수해야 한다. 결론 목민심서에 나타난 공무원 직업윤리의식 태도는 4차 산업 및 AI 산업시대에서 공무를 수행하는 공무원과 예비 공무원의 기초 역량이 되어야 한다. 이를 위해서는 고등교육기관 교육과정에서부터 공무원 인재개발원 교육프로그램까지 다산 정약용 선생의 목민 심서가 기본이 되는 공무원 직업윤리 강좌 개설 및 관련 프로그램 개발이 필요하다. 즉, 목민심서에 나타난 공무원 직업윤리의식 함 양은 대한민국 국가를 민주시민 국가로 이끌어가고, 국민의 신뢰와 사랑을 받는 공무원 핵심인재 양성의 근본이 되어야 한다.

Objectives Youth unemployment rate is larger than past and the ratio of job seeker to be official is increasing in south korea. New Government of 2017 is going to prepare to plan to increase 12,000 official. That help job seekers role to find a job in private enterprise in labor market of south korea. Government is going to prepare both quantity and quality. Korea Government should prepare to plan to recruitment, human resource development, and retirement system of official in the view of quality in vocational ethic in official. Methods this study was carried on researching the vocational ethic in Mok-min-sim-su which is Jeong Yak-Yong written about admonitions on governing in Joseon Dynasty period in 1762-1836. Results First. the book of Mok-min-sim-su is researched Official to be diligent in front of people. Second, The book of Mok-min-sim-su is researched Official to be honesty in performing their duty. Third, The book of Mok-min-sim-su is researched Official to be sincerity to do work. Fourth, The book of Mok-min-sim-su is researched Official to be volunteer mind in the job. Fifth, The book of Mok-min-sim-su is researched Official to be responsibility to the task. Sixth, The book of Mok-min-sim-su is researched Official to promote law-abiding spirit to follow people. Seventh, The book Mok-min-sim-su is researched Official to observe the vocational etiquette. Conclusions Vocational Ethic in Mok-min-sim-su is developed a basic competency of official in the Fourth Industrial Revolution era. So The Curriculum in Vocational Ethic in Mok-min-sim-su was taught in college and government HRD Certer, action learning Corse in prepare to be office etc. Finally, The Vocational Ethic in Mok-min-sim-su in south korea government is going to strengthen the competitiveness in other government in the world.
