나당연합군의 백제 침공과 고구려의 대응

Attacks on Baekje by the Allied Forces and Goguryeo’s Response to the War

나당연합군의 백제 침공에 대해 고구려가 한 대응은 전쟁 개시 전인 660년 1월 왜에 乙相을 대표로 하는 대규모 사절단을 파견한 것이 기록상으로는 거의 유일하다. 이 사절단의 파견을 왜와의 통상적 외교보다는 전쟁 정보의 공유와 대응 모색이라는 차원에서 이해할 수 있을 것이다. 본고에서는 나당연합군의 백제 침공과 백제 멸망 등의 일련의 상황에 대해 동맹국이었던 고구려가 소극적이고 관망적인 대응을 한 이유에 대해 추론을 해보았다. 당시 전쟁 상황을 염두에 두고 고구려의 입장에서 보면 고구려는 주적이었던 당과 신라가 자신이 아닌 백제를 공격한다는 것이 단기적인 입장에서는 당이 직접적인 공격을 피하고 전쟁 당사국인 당과 신라, 백제의 군사력이 모두 소진될 수 있는 이익이 있었기에 그러한 선택을 하였을 것이다. 아울러 당의 공격에 대해 백제가 그렇게 단기간에 멸망할 정도의 상황으로 전개될 것으로 예측하지 못하였을 것으로 생각된다. 한편으로는 고구려와 백제의 연화의 내용과도 일정 부분 관련이 있을 것으로 여겨진다. 고구려와 백제의 연화가 나당연합군을 상대하는 굳건한 결속력을 지니는 것으로 보이진 않는다. 고구려가 진행되고 있었던 전쟁 상황을 인지하고서 직접적인 군사 지원을 결정한다고 하더라도 신라와 당군과 일전을 벌이면서 백제 지역에 직접 군대를 파견하여 구원하기도 현실적으로 어려웠다. 국제관계에서 동맹은 서로의 이해관계가 맞아떨어질 때 작동이 가능한 것이다. 자국의 이익을 고려하지 않은 채, 동맹국을 위해 무조건적인 협력은 국제관계에서는 찾아보기 어렵다. 나당연합군의 침공에 대해 고구려의 대응을 살펴보면, 고구려도 자국의 이익을 가장 우선에 두고 전쟁 상황을 관망하면서 대응한 것으로 볼 수 있다. 다만 선택의 결과가 고구려의 의도대로 되지 않고 한쪽으로 일방적으로 기울어지게 되었다. 결과론적으로 보면 당시 전쟁 상황과 맞물려서 고구려는 커다란 오판이었다. 전쟁 결과 고구려는 나당연합군의 공격을 동시에 막아야 하는 입장에 처하게 되면서 고립된 형국을 맞이하게 된 것이다.

Goguryeo's response to invasion of Baekje by the Allied Forces of Silla and Tang was almost the only one on record to send a large-scale mission representing vice-minister to Japan in January 660, before the war began. The dispatch of this mission could be understood in terms of sharing war information and seeking countermeasures rather than ordinary diplomacy with Japan. In this article, we deduced from three aspects why Goguryeo responded negatively and bystander to a series of situations such as the invasion of Baekje by the Allied Forces of Silla and Tang and the fall of Baekje. Considering the war situation at the time, from the perspective of Goguryeo, it seems that the contents of the lotus flowers of Goguryeo and Baekje are partly related. It is hard to believe that the lotus flowers of Goguryeo and Baekje have strong unity against the Allied Forces of Silla and Tang. On the other hand, Goguryeo may have chosen a somewhat bystander position in the short term that Silla and Tang, who were the main enemies of the war, would attack Baekje, not themselves. In addition, there is a possibility that there is a lack of accurate perception of the political situation and the lack of ability to carry out war to the extent that Baekje was destroyed in such a short period of time in response to the Tang attack. On the other hand, even if the government recognized the ongoing war situation and decided to provide direct military support, it was practically difficult to send troops directly to Baekje in a battle with Silla and Tang forces. In international relations, alliances can operate when mutual interests match. Even if they are allies, it is reasonable to prioritize their own interests. Goguryeo responded with its own interests as a top priority. However, the result of the choice was not as intended by Goguryeo. Consequently, Goguryeo made a big mistake in combination with the war situation at that time. As a result of the war, Goguryeo was in a position to prevent attacks by Silla and Tang coalition forces at the same time.
