국제개발협력사업 수행 주체로서의 대학의 역할 고찰

A Study on the Roles of Universities as Actors in International Development Cooperation Projects: Focusing on Domestic Research

본 연구의 목적은 국내 연구 문헌들에서 나타나는 국제개발협력의 주요 참여 주체로서 대학이가지는 고유한 역할의 특성과 동향을 분석하는 것이다. 이는 향후 대학의 국제개발협력 사업수행향상과 관련 연구 수행에 기초가 되는 이론적 토대가 될 것으로 기대된다. 이에 3가지 키워드를 검색하여 도출된 논문 67편에서 문장 243개를 선정하고 내용 분석법을 사용하여 분석하였다. 그 결과, 역할은 상위 역할 7개(인적자원, 물적 자원, 전문성, 연구정책개발, 사업내용 구성, 협력 기관, 공공재·교육기관), 하위역할 24개로 나타났다. 특히 ‘전문지식·기술’ 역할은 전 영역에서 가장강조되고 있었다. 본 연구의 제언은 다음과 같다. 첫째, 대학의 전문성을 개발 협력사업에 효율적으로 적용할 시스템이 필요하다. 둘째, 전문가 및 인적 자원을 교육하고 양성하는 구체적 계획안이마련돼야 한다. 셋째, 대학이 가진 전문성이 반영되어 사업이 기획되고, 대학 전반에 국제개발협력에 대한 인식 제고가 필요하다.

The purpose of this study is to analyze the unique roles of university in ODA and its trend in domestic studies. For this purpose, 243 sentences in 67 articles were selected and analyzed using the content analysis. As a result, the roles were divided into 7 roles(Human Resources, Material Resources, Reporting, Research Policy Development, Project Content Composition, Partner Institutions, Public Goods/Education Institutions), and 24 sub-roles. The most emphasized role was ‘expertise/technology’. The suggestions are as follows: First, There is a need for a system to efficiently apply university expertise to development cooperation projects, Second, a specific plan to train experts and human resources should be developed. Third, projects should be designed to reflect the expertise of universities and the awareness of international development cooperation across universities should be raised.
