생산역량 강화의 관점에서 본 우리나라 지자체들의 주력산업 선정의 문제점

Problems with Korean Local Governments’ Selection of Key Industries from the Perspective of Enhancing Production Capabilities: An Analysis Using Product Space Model

우리나라 지자체들은 지역의 산업진흥과 경제성장을 위해 주력산업들을 선정하고, 이들 산업을 정책적으로 지원하고 있다. 지역산업진흥 정책의 성공적인 수행을 위해서는 무엇보다 주력산업들이 적절하게 선정되어야 한다. 본 연구는 상품공간모형을 이용하여 우리나라 13개 지자체의 주력산업들이 지역의 생산역량 강화의 관점에서 적절하게 선정되었는가를 분석한다. 이를 위해 상품공간모형을 토대로 전략산업을 선정하기 위해 제시된 방법을 준용하여 13개 지자체의 주력산업들의 특성을 분석하였다. 본 연구결과는 제주를 제외한 12개 지자체가 선정한 주력산업들이 다음 두 가지 공통적인 문제가 있다는 것을 보여준다. 첫째, 역내 특화산업들과의 기술적인 연계성, 잠재적인 생산역량기여도 등 역내 산업의 구조적 특성이 제대로 반영되지 않았다. 둘째, 고부가가치 서비스 산업들의 생산역량 기여도가 점차 커지고 있음에도 불구하고 선정된 주력산업들이 제조업에 집중되어 있다. 본 연구의 정책적 시사점은 다음과 같다. 첫째, 지자체들은 보다 장기적인 전망 하에서 역내 산업의 구조적 특성이 반영되도록 주력산업을 선정해야 한다. 둘째 생산역량이 상대적으로 높은 지자체들은 특화산업들과 기술적으로 근접한 성장유망산업들에 중점을 두는 안정적인 접근을 택하는 것이 바람직하고, 생산역량이 상대적으로 낮은 지자체들은 비특화산업들 중 성장유망산업들과 기술적으로 근접한 산업들에 중점을 두는 도전적인 접근을 택하는 것이 바람직하다. 셋째, 도전적인 접근을 택하는 경우 주력산업 선정에 있어 고부가가치 서비스 산업에 주목할 필요가 있다.

Korean local governments select key industries and provide policy support for regional industrial development and economic growth. To ensure the successful execution of regional industrial development policies, the most critical factor is the appropriate selection of key industries. This study analyzes whether the key industries of 13 Korean local governments have been appropriately selected from the perspective of enhancing regional production capabilities. To do this, we analyzed the characteristics of the key industries of 13 local governments by applying the method provided for selecting strategic industries based on product space model. The results of this study reveal two common problems in the selected key industries across the 12 local governments, excluding Jeju. Firstly, the structural characteristics of local industries, such as the technological linkage with specialized industries within the region and the potential contribution of each key industry to production capabilities, were not adequately considered. Secondly, despite the increasing contribution of high-value-added service industries to production capabilities, selected key industries were still concentrated in the manufacturing sector. This study provides the following policy implications. Firstly, local governments should select, in a more long-term perspective, key industries to ensure that the structural characteristics of local industries are reflected. Secondly, local governments with relatively high production capabilities should adopt a stable approach focused on growth-promising industries that are technologically close to specialized industries, while local governments with relatively low production capabilities should pursue a more challenging approach focusing on growth-promising industries that are technologically close to non-specialized industries. Lastly, in the case of choosing a challenging approach, it should pay attention to high-value-added service industries in the selection of key industries.
