한국 정부의 외국인 유학생 유치 정책의 통시적 고찰

Historical Reviews of Korean Government's Policy to Attract Foreign Students

본고의 목적은 유학생의 유치가 중요해지는 상황에서 한국 정부가 추진한 유학생 유치 정책의 역사적흐름을 살펴보고 그 성과와 한계를 논하는 데에 있다. 연구 방법은 문헌 분석 방법으로서 외국인 유학생 유치 정책과 관련한 학술적 논의, 정부 정책 연구 보고서 등을 분석 대상으로 하였다. 연구의 결과한국 정부가 추진한 외국인 유학생 유치 정책은 재외국민의 모국 수학 지원으로부터 시작되어 외국인학생의 유치로 확대되었다. 그리고 시간이 지나면서 체계화되었으며 성과도 크게 나타났다. 그러나 아직도 다변화 전략의 부족, 정부 부서 간 협력의 부족 등 몇몇 한계가 나타나고 있다.

The purpose of this paper is to examine the history of the Korean government's policy to attract foreign students and to discuss its achievements and limitations at this time when attracting foreign students becomes important. Research method of this paper is analizing academic articles and policy research papers of Korean government. As a result of this study, the Korean government's policy to attract foreign students began with supporting for overseas Koreans learning in their home country(Korea) and expanded to attract foreign students. And it was systematized over time and achieved great results. However, there are still some limitations such as a lack of diversification strategies and a lack of cooperation among government ministries in the field of attracting foreign students.
