기억의 국제정치와 국내정치적 요인 연구

문재인 정부 시기 한일 갈등 사례 연구

때로 국가들은 관념적 요인을 중요시하여 안보 이익이나 경제적 손실을 감수하면서도 상대 국가와의 갈등을 수용하는 경우가 있다. 대표적인 사례가 한일 갈등이다. 한일 간의 갈등이 특히 심화하였던 시기는 문재인 정부 시기였다. 한일 관계의 특수성과 민감성은 국민 대부분 인지하고 있었고, 상호 의존 관계를 고려하여 협력적 관계를 유지할 필요가 있었음에도 갈등을 공식적으로 표출하는 경향이 나타났다. 그렇다면 이를 통해 얻을 수 있는 국내정치적 이익이 있었던 것은 아닐까? 본 연구를 위해 기억의 정치를 적용해 보고자 하며, 사례로 위안부 피해자와 강제징용 피해자 문제, 그리고 한일 무역 분쟁에 대해 조사해 보고자 하였다. 분석자료로는 대통령 지지도와 한일 갈등 지수에 대한 시계열 자료, 연설, 외교문서, 언론 기사 등의 자료들을 주로 활용하였다. 분석 방법으로 한일 갈등이 높았던 시점에 한일 이슈에 있어 한국 정부의 정치외교적 행위가 대통령 지지도에 어떤 영향을 미치는지 추세변화를 통한 상관관계로 살펴보고자 하였다. 연구 결과, 일본 관련 이슈에 대해 정부의 정치외교적 행위가 발생하는 시점이 한일 갈등 지수가 높아지는 시점과 겹치는 경향이 있음을 확인할 수 있었다.

Sometimes countries value ideological factors and accept conflicts with other countries even at the expense of security interests or economic losses. A case in point is the Korea-Japan conflict. The period when such conflicts between Korea and Japan intensified was during the Moon Jae-in government. The specificity and sensitivity of Korea-Japan relations were recognized by both citizens of the two countries, and even though it was necessary to maintain a cooperative relationship in consideration of the mutual dependence between the two countries, there was a tendency to officially express the Korea-Japan conflict during the Moon Jae-in government. If so, was there any domestic political benefit that could be gained from this? For this study, we tried to apply the politics of memory, and as examples, we tried to investigate the problem of victims of Japanese Military Sexual Slavery, victims of forced labor, and trade disputes caused by Japan's economic sanctions. As for the analysis data, data such as opinion polls, time series data on the president's approval rating and the Korea-Japan conflict index, political speeches, diplomatic documents, and media articles were mainly used. As an analysis method, it was intended to examine how the Korean government's political and diplomatic actions affect the president's approval rating in Korea-Japan issues at a time when the Korea-Japan conflict was high. As a result of the study, it was confirmed that the timing of the government's political and diplomatic actions on Japan-related issues tended to overlap with the timing of the rise in the Korea-Japan conflict index.
