民主是人类的共同价值追求，全过程人民民主是对中国民主理论和实践的新阐释和新概括，是中国特色社会主义进入新时代以来人民民主生动实践的理论升华和经验总结。全过程人民民主具有一整套科学有效的制度体系，保障其顺利运转。党的领导制度决定着全过程人民民主的本质属性，是全过程人民民主的根本政治保证；人民代表大会制度是保障人民当家作主的根本政治制度，为全过程人民民主提供政治体制保障；建立在尊重和维护人民民主原则上的新型政党制度，为全过程人民民主提供有效的政党制度保障；协商民主是我国社会主义民主政治的特有形式和独特优势，是全过程人民民主的共识机制保障；基层群众自治制度人民当家作主最直接的体现，为全过程人民民主的群众基础保障。

Democracy, a universal human value, finds new interpretation and relevance in the concept of “whole-process people’s democracy” in China. This concept represents a theoretical evolution and practical distillation of China’s democratic principles, reflecting the dynamic practice of people’s democracy within the context of Chinese socialism in the modern era. Whole-process people’s democracy operates effectively through a well-designed institutional framework. At its core, the leadership system of the Communist Party of China (CPC) is pivotal in defining and safeguarding whole-process people’s democracy. The People’s Congress system, which ensures that the people are the ultimate decision-makers in the country, provides essential institutional support. Additionally, a reformed political party system that upholds and respects people’s democracy reinforces the concept. Consultative democracy, a distinctive feature of socialist democratic politics in China, serves as a consensus-building mechanism vital for whole-process people’s democracy. Lastly, the grassroots mass autonomy system empowers citizens at the local level, serving as a foundation for people’s involvement throughout the democratic process.
