사망보험금 역모기지제도를 통한 노후소득 개선에 관한 연구

A Study on Improving Old-age Income through Death Benefit Backed Reverse Mortgage System

2014년 「사적연금 활성화 대책」의 일환으로 기존 종신보험에 “연금선지급 옵션을 추가한 “연금선지급 종신보험”이 2015년 4월에 출시되었다. 그러나 연금선지급 종신보험은 사망보험금 감액비율에 해당하는 해약환급금을 재원으로 확정기간연금을 지급하도록 설계되어 있어 노후소득보장 기능이 미흡하다. 뿐 만 아니라 기존 종신보험가입자는 가입대상에서 제외되고 판매 과정에서 노후저축상품으로 소개되는 불완전판매 문제도 존재한다. 이러한 단점을 해소하는 방안으로 본 연구는 홍콩의“생명보험 역담보대출제도(2019년 시행)”그리고 우리나라의 주택연금(2007년 시행)을 참조하여 종신사망보장과 종신연금보장 기능을 모두 갖는 “(가칭) 공적보증의 사망보험금 역모기지제도”의 도입을 제안한다. 사망보험금 역모기지제도는 고령자의 추가노후소득 마련 및 유산가치가 내재되어 있는 장점 이외에도 청약철회제도, 중도상환을 통한 보험계약부활 제도와 같은 고령소비자를 위한 다양한 선택옵션이 마련된다면 충분히 소비자 중심의 노후대비 수단으로 자리매김 할 수 있을 것이다.

As part of the private pension activation measures in 2014, “Pension Advance Payment Whole Life Insurance” was implemented in April 2015, adding pension forehand payment option to existing whole life insurance. It was designed to pay an annuity certain based on a surrender value equivalent to the reduction rate of a death benefit, which lacks the function of securing old-age income. In addition, existing whole life insurance policyholders are not eligible, and incomplete sales are caused by misleading pension advance payment whole life insurance as an old savings product in the sales process. To address these shortcomings, this study refers to Hong Kong's Policy Reverse Mortgage Programme, implemented in 2019, and Korea's Reverse Mortgage System, implemented in 2007 in order to propose the introduction of the tentatively entitled “Death Benefit Backed Reverse Mortgage System” that has both life death coverage and life pension coverage. In addition to the advantages of providing additional old-age income and holding heritage value, Death Benefit Backed Reverse Mortgage System will be able to establish itself as a consumer-centered retirement product if various options are provided for older consumers such as the cooling-off system and insurance contract rehabilitation system through intermediate repayment.
