본 연구는 IMF 이후 1998~2004 사업 년도까지 7년간 국내 10개 손해보험회사를 대상으로 효율성 및 생산성을 비모수적 방법인 모형과 DEA 모형과 Malmquist 생산성지수 모형을 이용하여 분석하였다. 효율성 분석결과 분석기간 동안 전체적으로 비효율적으로 나타났고, 생산성 분석결과는 총 생산성변화는 향상된 것으로 나타났다. 비효율성 원인은 주로 배분비효율성에 기인된 것으로 나타났으며, 대형사와 중·소형사를 비교해보면 주로 중·소 형사의 비효율성은 배분과 규모의 비효율성에 기인하는 것으로 나타났다. 따라서 효율성을 증대를 위해서는 인건비비율, 토지·건물비율, 손해율을 감소시키고, 모집인비율, 운용자산, 수입보험료증대에 따른 신계약·수금·대리점수수료비율 등을 증가 시켜야 하는 것으로 나타났다. 국내 손해보험회사들의 비효율성을 개선하기 위한 정책적 시사점으로 아웃소싱과 자산운용의 해외 투자처 개발, 리스크관리 강화, 효율성/수익성 매트릭스 관리가 필요하다. 특히 중·소형사의 비효율성을 개선하기 위한 정책적 시사점으로 규모 비효율성 개선을 위해 중·소형사간 동종, 이종 등 합병을 통한 규모의 증대, 배분 비효율성을 제고시키기 위한 정책적 시사점으로 사업비 절감을 위한 인력 및 고정비를 공유하는 전략, 전문화된 특화·차별화 전략을 제시하였다.
The purpose of this paper is to analyze the efficiency and productivity of the non-life insurance companies in korea using DEA (Data Envelopment Analysis) model and MPI(Malmquist productivity indices). To measure the efficiency and MPI of the ten non-life insurance companies in korea. we use the time-series data for seven years from 1998 to 2004. The empirical results show the following findings. Firstly, total cost inefficiency shows that approximately 23.4% of inefficiency exists on the non-life insurance companies and it reveals that the cause for total cost inefficiency is due to allocative inefficiency rather than technical inefficiency. Secondly, the result of MPI analysis indicates that approximately 1.061 of productivity change exists on the non-life insurance companies. It indicates that the productivity of the non-life insurance industry for the analytical period increases. Thirdly, the results of the Tobit regression analysis show that total cost efficiency is positively related acquisition expense, collection expense and is negatively related personnel expenses. Finally, the large-sized insurers have advantage of over the small-medium size insurers from efficiency as well as their size.
