셉테드의 보완적 수단으로서 순찰 로봇

Surveillance robot as a supplementary tool for crime prevention through environmental design: Using Q methodology for analyzing of perceptions of police officers in Busan

4차 산업혁명 시대에 AI 관련 기술이 개발되면서 로봇을 셉테드의 활용 방안으로 제시하는 논의가 확대되고 있다. 그러나 순찰 로봇에 대한 경찰 공무원의 인식에 관한 연구는 매우 드물다. 이에 본 연구는 Q 방법론을 활용하여 부산광역시의 생활안전계 경찰 공무원을 대상으로 인식 조사를 수행하였다. 해당 지역은 최근 순찰 로봇의 시범 운영을 위한 폴리스랩이 시행 중이기 때문에, 순찰 로봇에 대한 인식을 조사하는 것이 용이하다. 셉테드의 이론을 토대로 6개 영역 25가지 진술문을 구성하였다. Q 방법론 연구를 위해 고안된 PQMethod 2.35 프로그램을 활용하여 분석한 결과 4가지의 유형이 도출되었으며, 각 유형에 분류된 응답자들의 진술문과 의견을 제시하였다. 1유형은 자연감시 및 접근 통제형, 2유형은 활용성 및 유지관리형, 3유형은 지속가능형, 4유형은 자연감시 및 활용성으로 분류되었다. 무인순찰 로봇을 셉테드의 대안으로 활용할 경우, 각 유형별로 일치하는 항목은 가시권 확대, 반사회적 행태에 대한 통제 가능성, 로봇에 대한 시민들의 흥미와 관심 등으로 분석되었다. 분석 결과를 토대로 본 연구는 향후 셉테드 관점에서 무인순찰 로봇의 활용 가능성과 실효성을 높일 수 있는 정책적 시사점을 논의하였다.

Along with the development of AI technologies, surveillance robots are suggested as an alternative to CPTED. However, research on the perception of police officers regarding surveillance robots is scarce. To fill the gap, the current study employed the Q methodology to analyze the perception of police officers in the Busan Metropolitan, where a pilot operation for security robots has been implemented. Based on the CPTED theory, we drew a set of 25 statements across six domains. Utilizing the PQMethod 2.35 program designed for Q methodology research, the analysis classified four distinct types: Type 1 demonstrated natural surveillance and access control; Type 2 highlighted usability and maintenance; Type 3 emphasized sustainability; and Type 4 underlined natural surveillance and usability. The consensus statement included three conditions such as expanded visibility, controlling antisocial behavior, and citizens' interest and engagement with robots. Based on the analysis, this study discussed policy implications that could enhance the effectiveness of surveillance robots.
