일선 경찰관의 민주적 법집행의지에 대한 구조방정식 모형분석

A survey of support for democratic policing of front-line police officers: focusing on the mediating effect of self-legitimacy

여러 연구를 통해 민주적 경찰활동에 대한 경찰의 자기정당성의 영향력이 규명되고 있다. 우리나라에서는 2022년부터 경찰의 관점에서 정당성 연구가 진행되고 있다. 이 연구는 아직 국내에서는 활발히 연구되고 있지 않은 자기정당성 개념을 소개하고, 자기정당성을 매개변수로 하는 단일모형에서 준거변수 그리고 예측변수와의 선형관계가 하나의 구조로 예측될 수 있는지 평가하기 위해서 구조방정식 모형분석을 수행하였다. 연구 결과 예측변수 중 시민과의 관계만이 민주적 법집행의지에 유의미한 영향을 미치는 것으로 나타났으며, 조직공정성과 상사와의 관계의 영향력은 확인되지 않았다. 매개변수 중에는 자기평가 정당성만이 민주적 법집행의지에 영향을 미치는 것으로 나타났으며, 외부정당성의 영향력은 확인되지 않았다. 또한, 시민과의 관계가 민주적 법집행의지에 미치는 영향력을 자기평가 정당성이 매개하는 것으로 나타났다. 이론적으로는 외부정당성이 시민과의 관계와 더욱 밀접한 관계를 보일 것으로 예상되었으나, 자기평가 정당성을 통한 간접효과가 도출된 결과에 대해서는 후속 연구를 통해 보완될 여지가 존재한다. 경찰의 자기정당성을 연구함으로써 경찰의 정당성을 측정하고 해석하는 과정에서의 편향과 왜곡을 줄일 수 있다. 경찰정당성이 의사결정의 규범적 측면에 집중함으로써 형사사법전략의 주요한 지위를 차지했듯이, 자기정당성을 통해 경찰 정당성을 시민과 기관의 관점에서 평가하고 비교함으로써 법집행기관의 규범적 측면에 집중하는 계기가 될 수 있을 것이다.

Numerous studies have identified the impact of police self-legitimacy on support for democratic policing. In Korea, a study exploring legitimacy has been underway from the law enforcement's perspective since 2022. This study introduced the concept of police self-legitimacy, which employed a structural equation model analysis to evaluate whether a linear relationship could be predicted in a single model, with self-legitimacy as a mediator, between independent variables and dependent variables. Among the independent variables only the relationship with citizens significantly affected the support for democratic policing. The impact of organizational justice and the relationship with superiors, however, was not exist. Among the mediator, it was evident that only self-assesed legitimacy influenced the support for democratic policing, whereas the effect of external legitimacy was not exist. Additionally, the study found that self-assessed legitimacy mediated the influence of citizen relationships on the commitment to support democratic law enforcement. Theoretically, it was anticipated that external legitimacy would exhibit a stronger connection with citizens. So, further exploration should be needed to understand the outcomes via indirect effects mediated by self-assessed legitimacy. This study offers the opportunity to shift the focus towards the normative aspects of law enforcement. By contrasting other viewpoints of both citizens and police police legitimacy, police legitimacy can be comprehended more systematically.
