한국 문화도시의 진화 과정에 관한 연구

A Study on the Evolutionary Process of Korean Cultural Cities: Cultural Cities as Ideology, Strategy, and Policy

이 연구는 ‘문화도시’가 한국에서 어떠한 과정을 통해 진화되었는지를 분석하고자 하였다. 이를 위해 이 연구는 문화의 개념이 내포하고 있는 삶의 양식으로서의 측면과 발전의 도구로서의 측면이라는 이질적 요소를 먼저 지적하였다. 이러한 문화 개념의 이질성은 문화도시의 이념에도 그대로 반영이 되고 있다. 한국의 문화도시는 지방자치단체에 의한 도시 발전의 전략으로서 출발하였으며 이런 현실의 반영으로 문화의 경제화를 통한 도시 발전이라는 문화도시의 이념이 제기되었다. 그러나 이와 같은 문화도시의 이념은 삶의 양식으로서 문화의 본질적 가치에 주목한, 따라서 문화도시의 지향이 보다 나은 삶이어야 한다는 또 다른 문화도시의 이념에 의해 비판이 되었다. 다양성, 민주주의, 참여, 문화권 등의 요소를 포함한 이와 같은 문화도시의 이념은 2010년대 이후 정부 차원에서 공식적으로 수용되기에 이르렀다. 그리고 이러한 이념에 바탕을 두고 중앙정부의 문화도시 정책이 추진되었으며 그 목표와 지향, 그리고 내용의 형성에 영향을 미치게 되었다. 이러한 상황은 우리에게 정책 형성 과정에서 이념의 역할에 관한 중요한 쟁점을 제기하고 있다.

This study aimed to analyze how the 'Cultural City' evolved in Korea. To this end, this study first pointed out the heterogeneous elements of the concept of culture, the aspect as a way of life and the aspect as a tool for development. The heterogeneity of this cultural concept is reflected in the ideology of the cultural city as it is. Korea's cultural city began as a strategy for urban development by local governments, and in the face of this reality, the cultural city's ideology of urban development through economicization of culture was raised as a standard for cultural cities. However, the ideology of a cultural city like this was criticized by another ideology of a cultural city that paid attention to the essential value of culture as a way of life, and that the goal of a cultural city should be a better life. Since the 2010s, the ideology of a cultural city, including elements such as diversity, democracy, participation, and cultural rights, has been officially accepted by the government. And based on this ideology, the central government's cultural city policy was promoted, and it influenced the formation of its goal, orientation, and content. This situation raises an important issue for us about the role of ideology in policy formation.
