A Study on the Factors and Performance of Cooperative Governance in Community Welfare: Focusing on the mediating effect of the role of the local social security consultative body

본 연구는 지역사회복지의 거버넌스 형성요인과 성과요인을 파악하여 관계를 규명하고 관계 간의 중간지원조직 역할을 수행하는 지역사회보장협의체의 매개효과를 파악하고자 하였다. 이를 위해 지역사회복지의 거버넌스 형성요인, 거버넌스 성과, 지역사회보장협의체 역할의 평균 및 표준편차를 산출하기 위해 기술통계를 실시하였고, 상관관계를 살펴보고자 Pearson의 상관분석을 실시했다. 그리고 지역사회복지의 협력적 거버넌스 형성요인, 협력적 거버넌스 성과에 미치는 영향 관계에서 지역사회보장협의체 역할의 매개효과를 살펴보기 위해 Baron & Kenny(1986)의 3단계 위계적 회귀분석을 실시하였다. 연구결과, 거버넌스 형성요인이 거버넌스 성과에 유익한 영향을 끼치는 것으로 나타났으며, 성과요인에 해당하는 운영효율성과 지역활성화는 거버넌스 형성요인에 따라 다르게 영향을 주는 것으로 분석되었다. 특히 운영 효율성은 지역사회보장협의체 역량이 중요한 영향을 미치는 것으로 분석된 반면, 지역 활성화는 제도적 지원이 중요한 영향을 미치는 것으로 나타났다. 이는 거버넌스의 목적에 따라 정책의 방향과 전략이 다르게 전개되어야 함을 보여주고 있다. 결론적으로, 본 연구의 결과는 지역사회복지 활성화를 위한 거버넌스 체계의 중요성을 시사하며, 행정과 민간을 이어주는 중간지원조직의 역할이 무엇이냐에 의해 조직의 목표를 보다 극대화할 수 있다는 연구결과를 도출하게 되어 거버넌스 구조에서 중간지원조직의 중요성을 확인해 준다.

This study sought to identify the influencing relationship by identifying the factors that form cooperative governance and performance factors of community welfare, and to understand the mediating effect of the community security council that plays the role of an intermediate support organization between the influencing relationships. To this end, descriptive statistics were conducted to calculate the factors forming cooperative governance of community welfare, cooperative governance performance, average and standard deviation of the role of the community security council, and Pearson's correlation analysis was conducted to examine the correlation. In addition, a three-step hierarchical regression analysis by Baron & Kenny (1986) was conducted to examine the mediating effect of the role of the community security consultative body in the relationship between cooperative governance performance and cooperative governance factors of community welfare. As a result of the study, it was analyzed that cooperative governance formation factors had a positive effect on performance, and operation efficiency and regional revitalization, which correspond to performance factors, were found to have different effects depending on formation factors. In particular, it was analyzed that the capacity of the local social security council had an important influence on operational efficiency, while institutional support had an important influence on regional revitalization. These findings suggest that policy directions and strategies should be developed differently depending on the purpose of the governance system. In conclusion, the results of this study suggest the importance of a governance system for revitalizing community welfare, and the importance of an intermediate support organization in the governance structure is confirmed by drawing research results that can maximize the organization's goals.
