옹호연합모형을 적용한 기술혁신과 규제의 정책과정 분석

Analysis of the Policy Process of Technical Innovation and Regulation by Adopting Advocacy Coalition Framework : The case of the separation of banking and commerce regulation in the process of introducing Internet-only banks

2010년대 이후 디지털 전환이 본격화 되고 기술혁신을 통한 신산업의 영향력이 확대됨에 따라, 기술혁신과 규제의 관계에 관한 연구가 증가하고 있다. 특히 규제의 경직성으로 인해 기술혁신과 규제의 갈등관계가 나타남에 따라 기술혁신에 따른 규제정책의 변화 조건 및 관계의 동태적 변화에 대한 분석이 요구된다. 이러한 배경에서 본 연구는 옹호연합모형을 적용하여 기술혁신과 규제 갈등의 정책과정을 분석할 수 있는 분석틀을 도출하였고 인터넷전문은행 도입과정에서의 은산분리 규제완화 논쟁 사례에 적용하여 분석하였다. 분석결과, 기술혁신 및 일련의 외적사건에 따른 주요 행위자의 신념체계 변화에 따라 정책변동이 추진되었으나 장기적 연합 기회구조의 영향으로 정책변동을 제약하였으며, 이후 문재인 정부의 혁신성장으로의 정부정책 우선순위 변화에 따른 하향식(top-down) 정책변동 경로를 통하여 「인터넷전문은행 특례법」이 제정된 것으로 분석되었다.

Since the 2010s, as digital transformation has expanded through technological innovation, research on the relationship between technological innovation and regulation is increasing. In particular, as the conflict between technological innovation and regulation emerges due to regulatory rigidity, an analysis of the dynamic changes in the relationship and the changing conditions of regulatory policy according to technological innovation is required. This study presents an analytical framework to analyze the policy process of technological innovation and regulation conflicts by adopting Advocacy Coalition Framework, and applied it to the case of the separation of banking and commerce regulation in the process of introducing Internet-only banks. Through the analysis, it was identified that the policy change was promoted in accordance with changes in the belief system that actors interpret technological innovation, but it was also restricted due to the long-term coalition opportunity structure as a condition for policy change. It was analyzed that the 「Special Act on Internet-only Banks」 was enacted through the top-down policy change path according to the change in government policy priorities of the Moon Jae In government.
