Difference and Educational Justice: Reforming the Special Education System for Equitable Educational Supports

이 연구의 목적은 학생들의 다양성과 차이를 대하는 교육의 모습을 비판적으로 고찰하고, 학생들의 차이로 인해 야기된 일반교육과 특수교육의 이분법적 체제를 대체할 수 있는 정의로운 교육체제를 제안하는 데에 있었다. 연구의 목적을 달성하기 위해, 1) 학생의 차이를 근거로 차별을 행하는 기제는 무엇인지 그리고 이로 인해 야기되는 교육 부정의 현상은 무엇인지 탐색하고, 2) 학생의 차이를 다루는 부정의한 교육의 실태를 분석하고, 학생의 차이를 정의롭게 고려하는 ‘차이의 교육’ 을 탐색함으로써, 3) 차이에 공평한 교육 정의를 실현하기 위한 특수교육 체제 개혁 방안을 제안하였다. 학생들의 다양한 차이를 고려할 때, 학생들을 교육의 과정에 완전히 의미 있게 참여시키는 것은 차이의 교육을 통해서 가능하다. 차이의 교육은 차이를 정의롭게 고려하여 개별 학생의 역량을 강화하는 교육이다. 이러한 차이의 교육 원리를 적용한 ‘개별화 지원’을 제공하는 것이 공평한 교육이다. 개별화 지원은 학생의 개별 차이에 따른 독특한 요구에 적합한 교육 지원을 제공하는 체제다. 특수교육은 이 개별화 지원 체제로 전환하여 외연을 확장함과 동시에 교육 정의의 실현에 기여해야 한다.

The purposes of this study were to investigate the current schooling system in relation to dealing with the diversity of students and to suggest an educational justice system that could be substituted for the term ‘special education’. To achieve these purposes, the study 1)analyzed the mechanism of discrimination that arises based on the differences of students and investigated how unjust phenomena were caused by the existing system, 2) analyzed the realities of educational injustice during dealing with the students’ differences and investigated educational justice that recognized such differences, and 3) suggested a way to reform the special education system to realize educational justice that is equitable for all students. Considering the students’ various differences, it is possible for students to participate in the process of education meaningfully by the pedagogy of difference. The pedagogy of difference is an educational system that can strengthen every student’s capability, while considering the differences of students justly. Educational justice can be realized by providing individualized supports to students, and applied by the pedagogy of difference. The individualized support is the system that provides educational supports suitable to the unique needs of the students. The special education system should be changed to an individualized support system to expand its boundary and to help realize educational justice.
