우리나라 순수일용근로자의 근로소득 분포 추정, 2008~2021년

Estimation of Distribution of Earned Income among Pure Daily Workers in Korea, 2008~2021

본고는 순수일용근로자의 근로소득에 관한 국세청 자료를 이용하여 일반화된 파레토 곡선 보간법으로 2008~2021년 우리나라 순수일용근로자의 근로소득 분포를 추정하였다. 추정 결과, 순수일용근로자 집단 내의 소득불평등도가 상당하다는 것, 최근으로 올수록 순수일용근로자 집단 내 소득불평등이 확대되는 양상을 보인다는 것, 시간이 흐름에 따라 각 분포에서 동일 분위에 속하는 순수일용근로자 중하위층과 연말정산 신고대상자 집단 간의 근로소득 불평등, 그리고 순수일용근로자 중하위층과 동일 연도의 연말정산 신고대상자 평균 근로소득자 간의 근로소득 불평등이 더욱 심화되고 있다는 것 등을 발견하였다. 이러한 발견은 일용근로자에 대한 과세제도의 개선 필요성을 시사한다.

This paper estimates the earned income distribution of pure daily workers in Korea from 2008 to 2021 using the Generalized Pareto Curves (GPC) Interpolation method using tabular data on earnings of pure daily workers provided by the National Tax Service. I found that there is a significant degree of income inequality within the pure daily workers; that income inequality within the pure daily workers has been widening in recent years; that the earnings of those in the lower and middle income class of pure daily workers are very low in absolute and relative terms; that earnings inequality between the lowest and middle income class of pure daily workers and the cohort of year-end tax filers in the same percentile of each distribution has increased; and that earnings inequality between the lower and middle income class of pure daily workers and the average earner of year-end tax files in the same year has increased. These findings suggest that the taxation system for daily workers needs to be improved.
