산업단지 내 공장의 화재위험요인 선별을 위한 관련법령 및 문헌분석

An Analysis of Related Laws and Literatures to Identify Fire Risk Factors for Factories in Industrial Complexes

최근 발생하는 산업단지 내 공장 화재로 인해 국가적으로 화재안전대책을 마련하고 있다. 이에 본 연구는 화재예측·제어·대응기술 개발의 일환으로써 산업단지 내 공장의 화재위험요인을 선별하고자 관련 법령 및 문헌분석을수행하였다. 이를 통해 산업단지의 정의 및 분류체계, 화재안전대책 적용사항, 화재위험요인 선별방법 및 프로세스,산업단지 내 공장의 화재특성 및 방호대책을 고찰하였다. 고찰 결과 중 주요내용으로 산업단지 내 공장에 해당하는건축물은 대형건축물이고, 시설물은 제3종시설물에 해당하는 것을 확인하였다. 이를 근거하여 산업단지 내 공장에서화재위험사각지대에 놓여있는 건축물의 규모와 범위를 연면적 5,000 ㎡ 미만이면서 10층 이하(높이 33 m 미만)로설정하였다. 또 강점, 약점, 기회, 위협(SWOT) 분석을 활용한 내·외부의 방호 및 위험(IEPR) 분석을 제안하여 산업단지 내 공장의 화재위험요인을 선별하였다. 결론적으로 매트릭스작성을 통해 화재위험모델, 인명안전모델, 화재확산모델, 화재방호모델 4개. 의 화재위험요인 선별모델을 제안하였다

Owing to recent factory fires in industrial complexes, fire safety measures are being prepared nationally. Accordingly,this study conducted an analysis of related laws and literatures to identify fire risk factors for factories in industrialcomplexes as part of the development of fire prediction, control, and response technologies. Through this, the definition andclassification system for industrial complexes, application of fire safety measures, fire risk factor identification methods andprocesses, and fire characteristics and protection measures for factories in industrial complexes were examined. The reviewresults confirmed that the buildings corresponding to factories in industrial complexes were large, and the facilities wereof Type 3. Based on this, the scale and scope of buildings located in fire risk blind spots in factories within industrialcomplexes were set to be less than 5,000 ㎡ in total floor area and no more than 10 stories (less than 33 m in height). In addition, in & exterior of protection and risk (IEPR) analysis using strengths, weaknesses, opportunities, threats (SWOT)analysis was proposed to select fire risk factors for factories in industrial complexes. In conclusion, the following four firerisk factor selection models were proposed through matrix creation: fire risk, life safety, fire spread, and fire protection.
