Critical discussion on Korea’s population policy: Focusing on empathy and education

연구목적 우리나라의 합계출산율은 1명에도 미치지 못하는 상황에 직면해있어 국가의 인구가 감소하고 있는 추세이다. 또한 베이비 붐 세대가 은퇴를 하면서 발생하는 고령화의 문제까지도 대두되고 있는 실정이다. 이에 본 연구는 우리나라 인구정책의 현황을 살펴보고, 이에 대한 비판적 논의를 통한 개선의 방향을 모색하는 것을 목적으로 한다. 연구방법 본 연구는 정부가 발표한 인구정책을 ｢제4차 저출산·고령사회 기본계획｣을 통해 살펴보았다. 이로부터 중앙정부와 지방자치단체의 인구정책을 경제적, 법·제도적, 교육·문화적 관점으로 나누어 분석하여 교육과 문화적 차원에서의 지원이 다소 부족하거나 모호함을 지적하였다. 이에 정부와 정책의 신뢰에 요인을 미치는 선행 연구들과 인구정책에 대한 연구의 사례를 바탕으로 우리나라의 인구정책을 공감의 부재와 교육의 필요성을 들어 비판적 논의를 진행하였다. 연구결과 우리나라 인구정책의 성공적인 추진을 위해서는 정책에 대한 공감이 필수적이라 할 수 있다. 이에 인구정책에 대한 공감은 인구교육을 통해 보완 및 개선될 수 있음을 제시하였다. 그러나 인구정책과 인구교육의 양자 간에는 중장기적인 노력의 과정으로 지속적인 상호작용이 필요하며, 인구교육 역시도 그 자체로 지향해야 하는 방향과 과제를 꾸준히 모색할 수 있어야만 한다. 결론 인구정책의 성공을 위해서는 다양한 분야에서의 끊임없는 논의의 과정이 필요하다. 이에 본 연구는 ｢제4차 저출산·고령사회 기본계획｣을 바탕으로 한 우리나라 인구정책에 대해 공감과 교육을 중심으로 한 가지 비판적 논의를 전개하였다. 정책에 대한 공감을 위해서는 직면한 인구문제를 인구교육을 통해 상시적으로 마주할 수 있는 기회를 마련해야 할 것을 강조한 것이다.

Purpose: Korea’s total fertility rate is facing a situation where it is less than 1, and the country's population is declining. In addition, as the baby boom generation retires, the problem of aging is emerging. Therefore, the purpose of this study was to examine the current status of population policy in Korea and to find a direction for improvement through critical discussion. Methods: This study first examined the population policy announced by the government through the ｢4th Basic Plan for Low Fertility and Aging Society｣. From this, the population policies of the central government and local governments were analyzed by dividing them into economic, legal and institutional, and educational and cultural perspectives, and it was pointed out that the educational and cultural perspectives were somewhat lacking or ambiguous. Therefore, based on previous studies that affect trust in government and policies and cases of studies on population policies, critical discussions were conducted on the lack of empathy for Korean policies. Results: In order to successfully implement Korea’s population policy, it can be said that empathy for the policy is essential. Accordingly, it was suggested that empathy for population policy can be complemented through population education. However, continuous interaction is necessary between population policy and population education as a process of long-term efforts, and population education must also be able to find its own direction and tasks. Conclusion: For the success of population policy, a continuous process of discussion in various fields is necessary. Accordingly, this study developed a critical discussion on Korea's population policy based on the ｢4th Basic Plan for Low Fertility and Aging Society｣, focusing on empathy and education. In order to empathize with the policy, it emphasized the need to provide opportunities to face the population problems faced on a regular basis through population education.
