갑질에 대한 경찰공무원의 인식차이 연구

A Study on the Difference in Police Officer Perception of Gapjil: According to Individual Characteristics & Working Environment

한 대기업의 갑질사건이 대중들의 이목을 집중시키면서 연일 이어지는 갑질관련 보도는 한국사회에도 이미 갑질현상이 만연해 있음을 직·간접적으로 인식시켜 주었다. 이러한 갑질현상은 국내 대기업을 막론하고 공공기관, 학교 등 이미 광범위한 영역으로 확대되었으며, 경찰조직 역시도 예외 대상은 아니었다. 언론보도를 통해 살펴 본 경찰조직의 갑질 사례는 매우 심각한 수준에 이르렀으며, 갑질문제에 대한 경찰 조직적 차원의 객관적인 진단과 평가가 필요하다는 점에서 이 연구는 시작되었다. 따라서 이 연구는 경찰공무원들의 갑질 인식수준을 확인하고 개인적·근무환경적 특성에 따른 갑질 인식의 차이가 있는지를 살펴봄으로써 경찰 조직관리 및 인적관리에 대한 기초자료를 제공하는데 목적을 두었다. 연구결과 경찰공무원들의 갑질 인식수준은 전반적으로 평균 이하인 것으로 나타났으며, 개인적 특성에서는 연령, 근무환경적 특성에서는 계급, 근무부서, 주당근무시간에서 통계적으로 유의미한 차이가 있는 것으로 확인되었다. 이러한 연구결과를 바탕으로 경찰의 조직관리 및 인적관리 차원의 발전방향을 제시하였다.

This study began in that objective diagnosis and evaluation at the police organizational level are very necessary for the Gapjil problem. This study scenarioized the Gapjil situation based on actual cases to measure the perception of Gapjil by police officials. The types of Gapjil were categorized into verbal violence, mobbing and discrimination, and personnel disadvantages, and the level was measured. In addition, differences according to individual and working environment characteristics were examined. As a result of the study, it was found that the level of awareness of Gapjil among police officials was generally below the average. In addition, it was confirmed that there was a statistically significant difference in age in the perception of police officials according to personal characteristics. In terms of the characteristics of the working environment, it was confirmed that there were statistically significant differences in class, working department, and working hours per week.
