한반도 주변국과의 ‘전략적 경쟁’ 및 대응방안 연구

A Study on ‘Strategic Competition’ and countermeasures with neighboring countries on the Korean Peninsula : Focusing on the concept of ‘Strategic Competition’ by the U.S. Joint Forces

우리는 지금까지 주로 북한에 대한 재래식 안보 위협에 초점을 맞춰 왔다. 하지만, 오늘날 우리는 전쟁과 평화 사이의 모호한 영역에서 새로운 도전을 받고 있다. 북한과 주변국들은 자신들의 전략적 이익을 위해 국력의 제 요소를 활용해 싸우지 않고 적을 굴복시키는 ‘전략적 경쟁’에 박차를 가하고 있다. 한반도 주변국과의 정치·경제·군사적 측면에서의 경쟁 양상 검토를 통해 우리나라와 직·간접적으로 전략적 경쟁 관계에 놓여 있음을 알 수 있었다. 북한과는 이념과 체제 경쟁이 지속되는 가운데 전략무기 군비 경쟁이 심화되고 있으며, 중국과는 미·중 경쟁하 사드 문제 및 해상 영유권 갈등이 지속되고 있다. 한편, 우크라이나 전쟁을 둘러싼 서방의 대(對)러 제재 동참에 따른 러시아와의 갈등이 한-러 간의 관계를 악화시키며 전략적 경쟁 양상으로 발전하고 있다. 이러한 가운데 한반도 주변국과의 전략적 경쟁에 대한 명확한 이해와 평가를 위해 강점, 약점, 기회, 위협 측면에서 경쟁 환경을 평가했다. 그 결과 우리의 경쟁 환경이 녹록치 않은 것만은 사실이다. 중국, 러시아, 북한 모두 핵무기를 보유한 세계적인 군사 강국이며, 중국은 세계 2위의 경제대국이기도 하다. 전략적 경쟁에 대한 준비가 없다면 우리도 ‘싸우지 않고 지는’ 상황에 놓일지 모른다. 무력분쟁 수준 이하의 경쟁 영역에서는 군사적 수단과 함께 비군사적 수단의 역할이 강조되고 있다. 따라서 우리의 경쟁 전략으로서 대응방안을 군사적 측면과 외교·정보·경제 측면과의 협력 관점에서 살펴봤다.

So far, we have mainly focused on conventional security threats against North Korea. However, today we face new challenges in the ambiguous realm between war and peace. North Korea and its neighboring countries are stepping up their “strategic competition” to use the elements of national power to subdue the enemy without fighting for their strategic interests. Through the review of the political, economic, and military aspects of competition with neighboring countries on the Korean Peninsula, it was found that it was in a strategic competition directly or indirectly with Korea. Amid continued ideological and systemic competition with North Korea, competition for strategic weapons is intensifying, and conflicts over THAAD and maritime sovereignty continue in the U.S.-China competition with China. Meanwhile, the conflict with Russia following the West's participation in sanctions against Russia over the Ukrainian war is developing into a strategic competition pattern, worsening relations between Korea and Russia. Among them, the competition environment was evaluated in terms of strengths, weaknesses, opportunities, and threats for a clear understanding and evaluation of strategic competition with neighboring countries on the Korean Peninsula. As a result, it is true that our competitive environment is not easy. China, Russia, and North Korea are all world-class military powers with nuclear weapons, and China is also the world's second-largest economy. Without preparations for strategic competition, we may also be in a situation of “losing without fighting.” In areas of competition below the level of armed conflict, the role of non-military means along with military means is emphasized. Therefore, we looked at the countermeasures as our competitive strategy from the perspective of cooperation between the military and diplomacy, information, and economy.
