Study on “Law of Hanguel only usage” of 1948 in a view of language management: focusing on a recognition of government networks about Hangeul only usage and Chinese character mixed usage

This study examines the recognition of government networks based on Language Management Theory, who were involved to draft the 1948’s Hangeul(Korean alphabet) only usage law which have been starting point for the controversial issues related to Hangeul only usage and Chinese character mixed usage in modern Korean society. Language Management Theory assumes that the speaker often notes the discourse as such the moment it deviates from a norm or expectation. The speaker may evaluate the deviation (or other noted linguistic phenomenon) positively, negatively or in a neutral way. It is the goal of Language Management Theory to theoretically grasp this internally diverse type of human activity in a coherent way. Based on the theoretical background, this paper complies and derive characteristics of the central government’s language policy regarding Hangeul only usage and Chinese character mixed usage from 1948 to the current Korean language policy. It clarified lack of a view about usage of language users in their daily life through the analysis on the recognition of government networks and it aims to suggest the future direction of microscopic approach in language policy research, specially about usages of Hangeul and Chinese character.
