In this study, we will analyze the status and requirements of both teachers and students to present effective measures for evaluation in college Korean classes. We will also present a mobile-based on-off blended speaking assessment model as an effective evaluation method. This approach will enable the creation of a database of customized learning and diagnosis, prescriptions, and both assessment questions and learner answers, all of which are difficult to implement in the current classes. Furthermore, assessing the ability of learners online will allow more time for offline classroom classes, which will not only improve the quality of the classes, but will also reduce the burden of teachers on the evaluations while providing accurate evaluations and sufficient feedback. As a result, it is expected that a useful foundation for the teaching, learning, evaluation, and utilization of information technology will be provided by accumulating all related data.
