This study discusses whether Web-based Korean instruction programs are learner-centered. By ‘Learner- Centered’, I mean that the programs should promote self-directness and interaction among the learners through authentic materials. They should help the learners to plan, perform and evaluate their own learning and also interact with various communication tools. The purpose of this study is to examine hypermedia structures, navigation, communication tools and also multimedia, which are core elements in designing a website to improve self-directness and interaction of web-based Korean instruction programs in order to clarify how learner-centered the web-based programs - Korean through English, KOSNET, Korean Studies at Sogang, Teen Korean, Tour2Korea and Click Korean - are. The result of my analysis, I suggested some directions for maximizing the opportunities of web-based Korean instruction programs. Firstly, we need to change our paradigm program from ‘Delivery-centered’ to ‘Learner-centered’ paradigm in developing web-based Korean to meet various learners' needs. Secondly, ‘Blended learning’ or ‘Computer-Mediated Communication’, varied types of web-based learning can be adopted for Korean instruction. Thirdly, in order to promote dynamic interaction, we should extend roles of teachers and learners.
