From the view point of language planning this study focuses on the paradoxical phenomenon, so to say power functional tendency, that comes from the bilingualism education policy that is naturally considered as human rights of the democratically developing or advanced countries, such as England, France, Spain, Germany, United States of America etc. This kind of power functional tendency of the bilingualism education policy based on deep-rooted racial discrimination phenomenon is a paradoxical result of contemporary globalization and democratic immigrants' policy on the basis of various democratic charters for human rights. Even in the democratically advanced countries foreign immigrants generally have taken up their position as the lowest infrastructure in social rank, being discriminated against the irrational society formed by nationalist natives, and gaining much more experience of the assorted bilingualism education policy derived from exclusiveness. This unreasonable phenomenon is prospected as a societal pathology of the bilingualism education policy of every country where jingoistic nationalism is more expanded and spread out all over the native inhabitants as their national identity. The more preferable is the world-wide globalization policy of the democratically developing or advanced countries, the stronger is the sense of class distinction mentioned above paradoxically in the future.
