The purpose of this study is to suggest a contribution of the Catalan minority language to the social, juridical and linguistic normalization of all the regional/minority communities of the European Union. The new design of the European Union focuses on cultural and linguistic diversity, but can be realized only when based on genuine respect of regionalism and multilingual policies. In the context of a globalized world, bilinguals or multilinguals have the great advantage of being able to communicate with a wider variety of people. So the European Union is nowadays practising a programme named Mother language +2 for practical issues: to facilitate young people with a communicative capacity to meet the need for the huge rise in labor-market mobility. With the work of national and international efforts, Catalonia has shown that there is still hope that all regional/minority communities can be integrated globally with respect to the 'unity in the variety'. However, several questions are ever present at the European institutional level like legitimization of the above-mentioned languages and a methodological study of language use for technical efficiency of work.
