UN 장애인권리협약 이후 완전통합교육의 입장에서 바라본 독일의 공동체학교의 특성과 시사점

Characteristics and implications of German Gemeinschaftschule in the view of full inclusion since UN Disability Rights Convention

연구목적: 본 연구의 목적은 UN 장애인권리협약 이후 독일이 어떠한 방법으로 완전통합교육을 실현해 나가는지를 알아보고자 하며, 그에 대한 개혁모델로서 공동체학교를 다루고 있다. 연구방법: 본 연구는 문헌연구로서 UN 장애인권리협약 이후의 독일의 통합교육현황 및 변화, 독일의 교육개혁의 방향 그리고 완전통합교육 입장에서 바라본 공동체학교의 특성과 시사점을 제시한다. 연구결과: 3월 30일 협약에 서명한 독일은 완전통합교육 요구에 직면하였으며, 이후 통합교육을 받는 비율은 꾸준히 증가하는 추세를 보이고 있다. 그러나 그러한 양적 수치와 별개로 그들은 기존 학제의 문제점을 지적하고 있다. 이에 독일은 학제개혁으로서 조기에 학생들을 계열별로 분리시키기보다는 함께 한 학교에서 교육받는 방향을 추진하고 있다. 특히 공동체학교는 기존 학교 간 합병을 기초로 한 2010년 이후 추진되고 있는 대표적인 개혁 모델로서 완전통합교육의 이념을 바탕으로 한다. 결론: 통합교육은 학교개혁과 함께 이루어질 때 그 효율성이 극대화된다. 또한 교육개혁의 연장선에서 추진되고 있는 독일 공동체학교의 통합교육 적용사례는 우리에게 하나의 단초가 될 수 있을 것으로 기대한다.

Purpose: The purpose of the study was to understand how inclusion was realized in Germany since UN Disabilities Rights Convention with Gemeinschaftschule as the reform model. Method: As a literature review, this study suggests the status and changes of German inclusion, direction of German academic reformation, and the characteristics and implications of Gemeinschaftschule in the view of inclusion after UN convention on the rights of persons with disabilities. Results: Germany that signed the agreement on March 30 faced the needs of inclusion and showed the steady increasing trends of inclusion rate. However, they pointed out the problems of the existing academic system, separately from the quantitative measures. Hence, they tried to educate the students in a school together rather than early separation by classes as a academic reform. Especially, Gemeinschaftschule was based on the ideology of inclusion as a representative reform model which had been implemented since 2010 upon the integration of existing schools. Conclusion: The efficiency of inclusion will be maximized when the school reform is implemented together. As well, the cases to apply inclusion in German Gemeinschaftschule which is implemented as a part of academic reform are expected to be one of the lessons for us.
