Perception on Asset-Building of the People with Severe Disabilities

연구목적: 이 연구의 목적은 중증장애인의 자산형성에 대한 전반적인 인식 수준을 알아보는데 있다. 연구방법: 이를 위해 서울특별시 거주 중증장애인 771명을 대상으로 설문조사를 실시하였다. 연구결과: 미래 경제 형편 정도를 변인별로 살펴본 결과, 중증장애성인 가구가 중증장애아동 가구보다 더 높은 것으로 나타났다. 둘째, 미래를 대비한 자산형성의 필요성에 대해서는 거의 대부분이 높게 인식하는 것으로 나타났다. 셋째, 미래를 대비하기 위한 자산 준비 상황을 살펴본 결과, 조사 대상자 10명 중 6명(59.3%)이 현재 자산형성을 위해 어떠한 것도 준비하지 않고 있는 것으로 나타났다. 넷째, 미래 대비 자산준비 형태를 알아본 결과, 연령대, 장애유형 및 장애정도, 소득수준에 관계없이 저축성 예금이 많은 것으로 나타났다. 다섯째, 준비 중인 자산형성의 충분도를 알아본 결과 매우 충분하지 않다는 응답이 가장 많았다. 여섯째, 선호하는 자산형성 방법을 살펴본 결과, 장애아동가구와 일반소득 가구는 국민연금 등 공적연금 가입을, 장애성인과 저소득 가구는 저축성 예금을 가장 선호하는 것으로 나타났다. 결론: 이와 같은 결과를 바탕으로 저소득 중증장애인 가구를 대상으로 한 자산형성 지원 사업의 필요성을 제안하였다.

Purpose: The purpose of this study is to examine the overall perception level of asset building of the people with severe disabilities. Method: A questionnaire survey was conducted on 771 persons with severe disabilities living in Seoul. Results: First, families with adults with severe disabilities in the degree of anxiety about the future economic condition was higher than those of children with severe disabilities; Second, the necessity of asset building in preparation for the future were all participations highly recognized; Third, as a result of examining the rate of asset preparation for the future, it was found that the families with adults with severe disabilities were higher than those with children, the people with physical disabilities were higher than those with developmental disabilities; Fourth, as a result of examining the form of asset preparation for the future, almost all of the savings deposits were found to be the most; Fifth, it was found that a sufficient amount of assets in preparations was not enough; Sixth, the preferred method of asset building, it was found that the families with children with disabilities and regular-income families were preferred to the public pension, as families with adults and low-income families were free savings. Conclusion: The support program of the asset building for families with low income and severe disabilities is suggested.
