The purpose of the study was to investigate the English curriculum and use of training aid of schools for deaf students, and to find out the needs of teaching and learning of English subject and to examine development of effective English education tools for the students with hearing impairment. Smart devices could be useful for voice cognition, play of high capacity multimedia contents, user oriented interface and other visual education contents. Therefore, teaching and learning tools should be developed and used under smart learning environment. The study suggested effective English learning for deaf students:First, an in-depth analysis of inconvenience and problem for hearing-impaired students that have difficulty using English teaching aids for normal is needed to develop the user-optimized educational tool. Second, gathering the opinions about accessibility and needs from the perspective of the learners is required prior to develop the English teaching aids and protype based on smart devices for hearing-impaired students. Finally, application of English learning for deaf students should include sign language expression of words in addition to existing dictionary function, movement of articulators for vocalization, and verification of speakers' size of speech and exactness of pronunciation and other mutual reactions. Development of English learning application for deaf students based on smart devices under progress was likely to make use of it for learning of English, Hangul and other foreign languages.
