독일의 통합교육 현황과 운영사례를 통한 시사점

Implication of Germany's Inclusive Education

본 연구는 독일의 장애아동을 위한 통합교육의 현황과 통합초등학교의 사례를 통하여 우리나라의 통합교육 발전을 위한 몇 가지 시사점들을 탐색하고자 한다. 연구방법으로는 문헌연구, 인터넷 검색 등을 통하여 독일의 통합교육을 개관하고, Rosenmaar 시립초등학교를 중심으로 수업참관, 학교장 및 교사와의 면담 등을 통하여 통합교육의 실제적인 정보를 수집하였다. 이러한 독일의 통합교육과 관련된 기초 자료와 현장정보들을 바탕으로 우리나라 통합교육의 발전을 위한 주요 시사점들을 알아보았다. 본 연구에서 도출된 주요 결과들을 보면, 첫째, 통합교육의 발전을 위하여 장애아부모의 권익강화와 절대적인 협력이 필수적이다. 둘째, 우리나라는 먼저 장애 아동에게 기본적인 교육의 기회를 더욱 더 확대해야하는 등 양적인 측면과 아울러 통합교육 환경이라는 보다 높은 질적인 분야에서도 교육적 서비스를 제공하기 위한 환경을 조성해야하는 이중적인 과제를 안고 있다. 셋째, 성공적인 통합교육의 실현을 위하여 우선 학교교육에서 올바른 인간관과 교육관의 확고한 정립이 전제되어야 한다. 넷째, 장애아동의 통합학교 입학과정과 입학자격(조건)에 있어서 두 나라 간 다소 분명한 차이를 발견할 수 있다는 점이다. 여섯째, 학교 급별에 따른 통합교육의 비율에서 두 국가 간에 몇 가지 공통점과 동시에 차이점도 있음을 알 수 있다.

The aim of this study is based on finding the significance of integrated education in Korea through its status and practice in Germany. The information and material for an overview of German integrated education used as a method of research, was collected by from literature and the internet. At the same time, different practical information was complemented by way of in-class observation and interviews, at the Rosenmaar Junior School in Cologne. From the information and material collected in Germany will try to find the significance for the Korean schools. The most important results of this study are as follows:First, for the development of integrated education, the rights of the parents of handicapped children and their assistance must be a prerequisite. Secondly, not only from the quantitative and qualitative point of view, but also the standpoint of the Koreans must be expanded. Thirdly, for the successful realization of integrated education,, the emphasis should be put on having the right attitude towards human beings and education Fourthly, for the development of integrated education, not only quantitative, but also qualitative social conditions must be, established. Fifth, there are obvious differences between registration proceedings and pre-requisitions in both countries. Sixth, furthermore,, there were not only differences between the two countries with regard to integrated education within the school grades, but also common ground.
