장애아 통합 및 전담 보육시설에서의 관련 서비스 실태와 실행에 관한 부모 인식 비교

Comparison on Present Condition and Iimplementation of Related Services for Children with Special Needs Based on Parents' Perception at the Inclusive and Segregated Edu-care Settings

본 연구는 장애아 통합 및 전담보육시설에 재원 중인 아동의 부모를 대상으로, 현재 자녀가 재원 중인 기관의 관련 서비스 실태를 비교해 보고, 부모의 관련 서비스의 중요도와 실행 방안의 차이에 대해 알아보았다. 통합과 전담 보육시설로 지정되어 있는 42개 보육시설에 재원하고 있는 장애아동 부모 151명(통합보육시설 73명, 전담보육시설 78명)을 대상으로 설문조사를 하였고, 결과는 다음과 같다. 첫째, 관련 서비스의 영역 전체적으로 통합보육시설이 전담보육시설보다 유의하게 낮은 실행도를 보였다. 둘째, 장애아 보육시설에서의 관련 서비스 중요도에서 두 집단 모두 관련 서비스의 중요도를 높게 평정하였고, 전체 영역에서 통합보육시설보다 전담보육시설이 더 유의하게 높은 중요도를 나타냈다. 셋째, 관련 서비스의 실행 방안과 관련하여 정부 부처 간 체계적인 협력체계와 정부의 재정적 지원과 재활 바우처의 확대, 서비스 결정 및 시행에서의 부모 참여와 시행 주관 기관 구축 필요성에 대해 두 집단 모두 우선적으로 필요하다고 응답하였으며, 체계적인 관련 서비스 실행을 위한 진단·평가 시행기관에 대하여 통합보육시설은 종합병원과 개인병원의 소아정신과를, 전담보육시설은 동병원의 재활의학과를 더 높게 인식하고 있었다. 통합의 경우 장애 발견에서의 유아교사의 역할 강조의 필요성이 제기되었다.

This study is intended to compare the present conditions of the related services for children with special needs by the families in the inclusive and segregated child care center, and to know the difference in the importance and implementation methods between two groups. 73 families in the inclusive child care centers and 78 families in the segregated child care centers were participated. The results of this study were as follows. First, The implementation rate of related services in inclusive child care center was lower than the segregated, and showed the significant difference. Second, the two groups showed the high score in the importance of related services. The segregated showed the higher than the inclusive child care center significantly. Third, there were no difference between two groups in the needs for systematic cooperation among the agencies, economical aids by government. But they showed the difference in the diagnosis and evaluation agencies for systematic implementation of related services. The segregated chose the rehabilitation medical department, but the inclusive liked the pediatric. The early childhood teachers' role in at-risk child finding and screening, families' participation at decision making for related service, center establishment for integrated and successive implementation were also stressed. According to these results, the further suggestions were discussed.
