「장애인 등에 대한 특수교육법」제정 이후에 나타나고 있는 특수교육의 변화

A Study on the Change of Special Education after the Amendment of “Act on Special Education for Disabled Persons, etc.”: Focused on Special Schools in KyungSangNamDo

본 연구의 목적은 ‘장애인 등에 대한 특수교육법’이 제정된 이후로 특수학교에서 일어나고 있는 변화를 알아보는 것이다. 특수학교의 변화된 모습을 알아보기 위해서 경남지역에 있는 7개의 특수학교를 대상으로 ‘교육과정의 운영’, ‘개별화교육’, ‘순회교육’ ‘학급증설과 교원배치’, ‘특수교육관련 서비스’ 등의 영역에 대해서 면접조사를 실시하였다. 연구결과, 먼저 교육과정영역에서는 교육과정 편성․운영에 대한 선택권과 재량권을 부여한 조치는 특수학교의 현실을 반영한 바람직한 조치라는 의견들이 많았고, 이러한 조치들은 법이 개정되기 이전에도 벌써부터 실시되어왔던 것으로 나타났다. 개별화교육을 강화시키기 위해 상세화 시킨 규정들은 실제로는 학교의 상황과 여건에 따라 다르게 적용되고 있는 것으로 나타났고, 순회교육도 각 학교의 여건이나 상황에 따라 운영하는 방식이 조금씩 달랐으며, 4․6․6․7 의 학반배정기준에 따라 도교육청에서는 법규정을 지키기 위하여 노력하고 있었고 치료지원을 포함한 특수교육 관련서비스에서도 각 학교에서는 치료사들을 고용하여 치료지원을 실시하는 등의 조치를 취하고 있는 것으로 나타났다.

The purpose of this study is to investigate changes in special schools after the amendment of “Act on Special Education for Disabled Persons, etc.”. Interviews of seven teachers from special schools in KyungSangNamDo were implemented to examine changes in the area of the management of educational curricula, individualized education, itinerant education, increase of classes and assignment of teachers, and related services. In the results of this study, it is desirable matters that selection and discretion relating to the management of educational curricula were given to the special school. Detailed regulations for strengthening the individualized education have been applied differently depends on school's circumstances. Itinerant education has been managed similar to the management of individualized education. It is turned up that the local educational district has followed up regulations such as 4-6-6-7 allocation standard and providing related services including therapeutic treatments.
