특수교육대상자 인권실태조사에 대한 학교 업무 담당 교사의 경험 및 인식

Experiences and Perceptions of Special Education Teachers in Charge on the Survey of Human Rights of Students with Special Educational Needs

연구목적: 본 연구는 특수교육대상자 인권실태조사 담당교사가 생각하고 있는 특수교육대상자 인권실태조사에 대한 의견과 담화를 통해, 특수교육대상자 인권 실태는 어떠한지에 대해 살펴보고, 보다 바람직한 인권실태조사 시행을 위한 기초자료를 제공하는데 목적이 있다. 연구방법: 본 연구는 특수학교와 일반학교 특수학급의 특수교사 5명을 대상으로 면담을 실시하였으며, 이들 중 특수학교 소속 교사는 각 학교에서 장애학생에 대한 인권 업무를 담당하는 교사들이었고, 특수학급 소속 교사는 인권실태조사에 참여해 본 경험이 있는 교사들이었다. 연구결과: 첫째, 연구참여자는 인권실태조사에 대한 업무 담당자로서 다양한 어려움을 경험하고 있었다. 둘째, 연구참여자들은 특수교육대상학생이 인권실태조사에 참여하는 응답 주체이기는 하지만 스스로 조사 참여에 어려움이 있다 보니, 학생 참여와 관련한 여러 가지 어려움과 문제들이 발생된다고 하였다. 셋째, 연구참여자들은 인권실태조사의 조사표 문항 적합성에 대해 다양한 고민과 인권실태조사가 가지는 가장 중요한 제한점 중의 하나로 낮은 참여율을 언급하였다. 결론: 보다 안착화되고 의미있는 특수교육대상자 인권실태조사 시행을 위해 인권실태조사의 개선사항에 대해 논의하였다.

Purpose: The purpose of this study is to examine the human rights situation of special education subjects through opinions and discourse on the human rights survey of special education subjects and to provide basic data for more desirable human rights survey. Method: This study conducted interviews with five special teachers in special schools and general school special classes, and among them, teachers belonging to special schools were teachers in charge of human rights affairs for students with disabilities at each school, and teachers belonging to special classes were teachers with experience participating in the human rights survey. Results: First, the research participant was experiencing various difficulties as a person in charge of the human rights survey. Second, although the students subject to special education who participate in the human rights survey are the respondents, participants have difficulty participating in the survey on their own. As a result, it was said that various difficulties and problems related to student participation in the survey occurred. Third, the participants had various concerns about the suitability of the survey table questions of the human rights survey and the low participation rate. Conclusion: In order for the survey on the human rights of special education subjects to become more settled and meaningful, changes in the survey system and survey table were discussed.
