The history of inclusive education in the United States: A study about the historical development and social background of the Mainstreaming and Regular Education Initiative

본 논문은 미국 통합교육론의 특성을 밝히기 위해, 미국 특수교육의 상황과 일반교육개혁의 동향에 초점을 맞추어, 1960년대 후반의 메인스트림과 1980년대 중반 일반교육주도의 성립과 전개를 뒷받침해 온 사회적 배경을 밝히는 것을 목적으로 한다. 교육개혁으로서의 메인스트림과 일반교육주도는 특수교육의 실제에 대한 비판에 근거하고 있었다. 양자의 교육개혁과 특수교육비판의 범위는 시대적 배경에 따른 차이를 나타내고 있었지만, 특수교육의 효율성과 도덕성을 일관되게 추구해 왔다 할 수 있다. 또한 일반교육주도 논쟁이 메인스트림 논쟁과 비교해서 격렬했던 이유는 메인스트림 논쟁은 공민권 운동을 토대로 하여 인간화교육을 향한 교육개혁의 시기에 발생한 것에 비해, 일반교육주도 논쟁은 국제적인 경쟁력 저하의 회복을 지향하여 학력의 향상을 목표로 하는 교육개혁의 시기에 발생했기 때문이었다.

The history of inclusive education in the United States: A study about the historical development and social background of the Mainstreaming and Regular Education Initiative 攀 교신저자: Hong, Jeong-Suk. yonohikari@yahoo.co.kr攀攀Hong, Jeong-suk(Daegu University)This paper aims at analyzing the social background concerning the appearance and development of Mainstreaming in the second half of the 1960s and the Regular Education Initiative(REI) in the mid-1980s. The final intention of this study will look deeply into the socio-educational context in need of inclusive education in the United States. Mainsteaming and REI as educational reform are based on criticism of special education. The range of educational reform and criticism of special education in Mainstreaming and REI are different. However, both movements pursued the efficiency and morality of special education consistently. The REI debate is more heated than the Mainstreaming debate. The reason for this is that the Mainstreaming debate was happening during the period of the educational reform which aimed at the humanization of education, which gained influence with the Civil Rights Movement. The REI debate was happening during the period of the educational reform aiming at the recovery of an international competitive power through improvement in academic ability.
