전통시장 화재위험요인과 대응방안 우선순위에 관한 연구

A Study on Fire Risk Factors and Priority Response Measures in Traditional Markets: Focusing on Traditional Markets in Seoul

전통시장 화재는 매년 꾸준히 발생하고 있고 대형화재 및 대규모 참사로 확대될 가능성이 농후하다. 그러므로 전통시장의 대형화재 확산을 막기 위해서는 화재 위험요인을 면밀히 분석하여 그에 대한 대응방안을 도출하는 것이 중요하다. 이에 기존 선행연구 사례 조사, 전통시장 화재 현황 조사, 전통시장 소방특별조사 결과를 분석하고 도출된 화재위험요인 및 문제점을 토대로 대응방안을 제시하였다. 그리고 화재분야 전문가인 소방공무원 30명에게 설문조사(전문가 설문 기법)를 실시하고 위험성 평가 분석 기법(Risk assesment)과 AHP(Analytic Hierarchy Process, 계층화 분석)기법을 통하여 화재위험요인과 대응방안의 중요도 및 우선순위를 분석하였다.

Fires in traditional markets are a yearly occurrence and are highly likely to expand into large-scale fires and disasters. Therefore, in order to prevent the spread of large fires in traditional markets, it is important to closely analyze fire risk factors and derive countermeasures. Accordingly, the results of the previous research case survey — the traditional market fire status survey — were analyzed and countermeasures were presented based on the derived fire risk factors and problems. In addition, 30 fire officials who are experts in the field of fire risks were surveyed (expert survey techniques) and the importance and priority of fire risk factors and countermeasures were analyzed through risk assessment and Analytic Hierarchy Process.
