The Need for the Introduction of Demand-Centered On-Demand Data Systems in Local Governments: Focusing on the Current Status, Issues, and Limitations of Public Data Disclosure

서울시 공공데이터 개방정책을 중심으로 주문형 데이터 제도의 필요성과 구현 방안을 분석하였다. 디지털 시대의 도래와 함께 공공 데이터 활용은 행정의 핵심으로 급부상하였으며, 주문형 데이터 제도는 지방자치단체의 중요한 정책 도구로 인식된다. 이 연구에서 그 중요성을 서울시 사례를 통해 확인했으며, 데이터 접근성, 보호, 이해관계자의 협력 등 주요 전략적 접근방식을 중점적으로 다루었다. 또한, 주문형 데이터 제도의 효과적 도입을 위한 지방자치단체 조례 방향성을 살펴보았다. 빅데이터의 변화와 지방자치단체 역할 변화에 대한 논의도 포함했다. 분석결과 주문형 데이터 제도는 지역사회 발전에 기여하는 방법을 제시하며, 미래의 과제와 기회에 대한 예측을 제공하는 것으로 확인되었다. 지방자치단체에서의 데이터 활용은 현재 많은 제약을 겪지만, 행정 서비스의 질 향상 및 정책 결정 투명성 증대 등의 긍정적 효과를 가져올 수 있다. 데이터의 적절한 처리와 보호, 지방자치단체의 데이터 제공에 대한 구체적인 제도 개선 등은 해결되어야 할 중요한 과제로 남아있다. 그럼에도 불구하고 지방자치단체의 주문형 데이터 활용은 지역 사업자나 연구기관 등 다양한 주체의 서비스나 제품 개발에 중요한 자원으로 작용하며, 지역 경제 활성화와 사회문제 해결에 기여할 수 있을 것으로 나타났다.

This study examines the implementation of On-Demand Data Systems within the Seoul Metropolitan Government, a critical strategy in the digital era, focusing on public data usage in administration. It investigates the role of such systems in enhancing data accessibility, protection, and collaboration among stakeholders in local governments. The research discusses the ordinance direction for integrating these systems into local governance and observes the evolution of big data in relation to the evolving roles of local authorities. Findings reveal that On-Demand Data Systems can significantly aid community development and provide insights into future challenges and opportunities. Despite limitations in data usage in local governments, the study underscores potential advantages like improved administrative service quality and increased transparency in policy-making. Key challenges include data processing, protection, and the necessity for institutional improvements in data provision. The study concludes that effective utilization of On-Demand Data Systems in local governments can be vital for service and product development, fostering local economic growth and addressing social issues.
