목적사업비와 합리적 학교회계 운용 간의 관계 분석

An Analysis of the Relationship Between the Targeted Funding and Rational School Finance Operations

학교회계제도는 단위학교에 예산운용의 자율성과 책무성을 부여함으로써 단위학교 책임경영제 구현을 기대하였다. 이에 따라 경직성 경비인 목적사업비는 단위학교의 합리적 예산운용을 저해하는 재원으로 논의되고 있다. 이러한 문제의식에 근거하여 본 연구는 목적사업비 현황을 살펴보고, 목적사업비와 합리적 학교회계 운용 간의 관계를 검증하였다. 2019~2021년의 서울특별시교육청 소속의 공립 초등학교를 연구 대상으로 설정하였으며, 고정효과모형을 활용하여 분석하였다. 먼저, 목적사업비 규모는 지속적으로 확대되고 있으며, 이에 따라 시도교육청의 관심 및 노력이 요구된다. 다음으로, 목적사업비는 합리적 학교회계 운용에 부정적인 영향을 미친다. 목적사업비, 그리고 목적사업비와 학교기타운영비를 합한 목적성 경비는 4분기의 학교회계 집행비율, 학교회계 불용률을 증가시키는 것으로 확인되었다. 또한, 목적사업비가 합리적 학교회계 운용에 미치는 영향은 학교 규모에 따라 차이가 있는 것으로 나타났다. 하지만 모두 회계연도 말 집중된 예산집행 및 불용액 발생의 증가와 같은 부정적인 영향을 미치는 것으로 확인되었다. 마지막으로, 목적사업비 감축을 위한 시도교육청의 노력을 촉진할 수 있는 유인 제공, 단위학교의 목적사업비 집행에 대한 자율성 확보, 단위학교 예산운용에 대해 학교 규모에 따른 차별화된 안내 제공 등이 필요함을 제언하였다.

This study examined the current status of targeted funding and its relationship with rational school finance operations. Public elementary schools under the Seoul Metropolitan Office of Education from 2019 to 2021 were selected as the research subjects and analyzed using a fixed-effects model. First, the scale of targeted funding is continuously expanding, requiring the attention and efforts of municipal education departments. Second, targeted funding have a negative impact on rational school finance operations, increasing the 4th quarter execution and unused budget rates. Additionally, the impact of targeted funding on school finance operations varies by school size. However, all of these factors were found to have negative effects, including concentrated budget execution at the end of the fiscal year and an increase in unused budgets. In conclusion, the study recommends providing incentives to promote the efforts of municipal education departments in reducing targeted funding, securing autonomy for unit schools in the operation of targeted funding, and providing differentiated guidance for unit school budget management based on school size.
