우크라이나 전쟁이 미국과 중국 관계에 미칠 영향에 관한 연구

A Study on the Influence of the Ukraine War on the Relations between the USA and China

러시아의 우크라이나 침공 이후 중국이 러시아와의 관계를 어떻게 취할 것인가가 미국을 비롯한 서방 국가들에게 점점 더 중요하게 되었다. 중국과 러시아의 관계가 우크라이나 전쟁의 종전 시기와 종전 방식에 많은 영향을 끼칠 수 있기 때문이다. 현재 중국은 우크라이나 전쟁에 대해 모호한 입장을 취하고 있다. 중국은 러시아와의 파트너십이 중요하다는 점과 러시아의 주장을 지지하고 있음을 분명히 하고 있다. 그러나 중국은 러시아에 대한 경제제재 등에 참여하지 않고, 무기 지원을 하지 않는 등 모호한 입장을 취하고 있다. 우크라이나 전쟁에 대한 미국과 유럽의 대응도 우크라이나 전쟁의 결과, 지속여부 등에 직접적이고 큰 영향을 미친다. 우크라이나 전쟁의 결과는 러시아의 승리, 우크라이나 승리, 협상으로 정전하는 3가지 시나리오가 있다. 전쟁 당사국인 러시아, 우크라이나의 정책과 상황 그리고 우크라이나 전쟁을 바라보는 미국, 주요 서방 국가, 중국의 입장 등을 고려해 봤을 때 3가지 시나리오 중 협상으로 정전되는 시나리오의 가능성이 가장 높아 보인다. 우크라이나 전쟁이 협상을 통해, 특히 불완전한 평화 상태인 정전 형태로 종결된다면, 러시아와 우크라이나 간 협상 내용이 향후 미국과 중국의 관계에 직접적인 영향을 미칠 것이다. 협상 내용에 따라 미국과 중국의 관계는 우크라이나 전쟁 전과 큰 변화가 없는 관계를 유지할 가능성도 있고, 양측이 더 심하게 대립하고 경쟁하는 관계가 될 수도 있다.

Ukraine war started on February 23th, 2022 is going on for a quite long time, which is different from the many people’s prediction. We do not know when and how the war will end. What is certain is the war is changing the existing global order which was built based on liberalism and multilateralism, formed after the end of cold war era. In fact the war is resulting in disconnectedness between and among nations in the world. There are three scenarios on how the war will end; the scenario where the war ends with Russia win, the scenario where the war ends with Ukraine win, and the scenario where the war ends through negotiations without winner at the war. Among these, the scenario where the war ends through negotiations without winner at the war has the highest possibility and reality. This is because of several reasons such as USA and key European countries’ policies on the war, Russia and China’s policies on the war, skeptical results of a survey of public opinion on continuing the war in Europe and so on. Depending on the contents of the negotiations for the end of war the relations between USA and China could be similar to the relations before the war, or could be more competitive in order to win at the competition for hegemony power in the world. The US-China relations could be better than those before the war, which has no much possibility to happen.
