장애인 문화예술 창작지원사업의 국가별 연구

Country-specific research on cultural and artistic creation support projects for the people with disability: Focusing on inclusive cultural policy

본 연구는 국가별 포용적 문화정책을 중심으로 국내 사례를 검토하여 장애인 문화예술 창작지원 사업의 전략적 발전을 위한 제언을 도출하는 데 그 목적이 있다. 연구 방법은 2차 문헌조사 방식으로 국가별 사례를 살펴보았다. 연구 결과, 첫째, 장애인 문화예술 창작지원 사업의 궁극적인 목표인 장애 예술가의 창조성을 일깨울 수 있는 지원이 필요하다. 둘째, 창작지원의 방법은 국가별 차이를 보인다. 셋째, 창작활동에 대한 지속적인 국가 예산 지원이 필수적이다. 넷째, 장애인 문화예술 창작 분야의 다양한 장르 발전을 촉진한다. 본 연구 결과를 바탕으로 한 제언으로는 첫째, 포용적 국가의 포용적 정책 실천원리로 문화예술 시민 의식이 필요하다. 둘째, 창작지원 예산 시스템이 국가적 차원에서 체계적이고 지속적이어야 한다. 셋째, 창작지원은 창작품의 결과로서 이윤 창출을 목적에 두지 않아야 하며, 넷째, 장애 예술가의 창작품 소유권에 대하여 정보제공과 교육을 통해 체계적인 보호가 필요하다. 마지막으로 창작의 아이디어를 공유할 수 있는 다양한 플랫폼 구축을 제안한다.

This study, centered around inclusive cultural policies, aims to derive recommendations for the strategic development of disability arts and culture creation support programs by examining national cases. Using a secondary literature review methodology, the study scrutinizes cases from various countries. The research findings indicate the need for support that can awaken the creativity of disabled artists, with variations in creation support methods observed across nations. Sustained national budgetary support for creation initiatives is deemed essential, as is the promotion of diverse development in genres within disability arts and culture creation. Based on these results, the recommendations emphasize the necessity of cultural arts citizen awareness as a guiding principle for the policies of inclusive nations. Additionally, they advocate for a systematic and continuous national budget system for creation support. It is suggested that creation support should not prioritize profit generation from artistic creations, and systematic support, including information provision and education, is needed for ownership rights of creations by disabled artists. Lastly, the recommendations propose the establishment of various platforms to share creative ideas.
