Comparative Analysis of Equity in Childcare Services in Low-Birth Rate Eras across Metropolitan Local Governments

(Purpose) This study aims to engage in discussions on crucial societal issues such as population imbalances and low fertility rates through a comparative analysis of equity levels in childcare services. Regional disparities in the use of child care facilities are currently occurring due to the limitations of physical accessibility. (Design/methodology/approach) This study attempts an empirical analysis of equity levels in childcare services within metropolitan local governments using the Coulter’s Index of Inequity. Specifically, the study compared equity levels in childcare services across regions through an analysis of demand and supply levels of childcare facilities. (Findings) When population was used as the analysis criterion, it was observed that the overall supply level of childcare services in the Seoul metropolitan region, was low. Furthermore, when the analysis criterion was based on area, it was found that the supply level of childcare services in the provincial region, including Gangwon, Gyeongbuk, and Jeonnam, was also low. (Research implications or Originality) The provision of adequate child care services is very important in that it is directly linked to social equity and the resolution of the low fertility rate problem. This study explores practical solutions to reduce regional disparities through an analysis of equity levels in childcare facilities across Metropolitan Local Governments.
