The Effect of the Number of Informatization Projects on the Size of Informatization Budget in Local Governments

(Purpose) The purpose of this study is to analyze the major factors (especially the number of informatization project promotions) that affect the size of the informatization budget for all and various types of local governments. (Design/methodology/approach) This study analyzes major factors affecting the size of the informatization budget using panel data. Considering that the types of financial resources, functions, and financial behavior that can be used vary depending on the types of local government, local governments are classified into four types and an empirical analysis is attempted. (Findings) The size of the informatization budget also increases as the number of informatization projects in all and all types of local governments increases. Unlike previous cross-sectional studies, when the size of information service personnel increases, all local governments and cities found a decrease, not an increase in the size of the information service budget. (Research implications or Originality) This study suggests that the most consistent and powerful factor that affects the size of the informatization budget in local governments is not the size of the personnel in charge of informatization, but the number of informatization projects. The results of this study are expected to provide the basis for an empirical and systematic analysis of the factors affecting the size of the local government's informatization budget, which is still insufficient.
