본 논문은 냉전 이후 북러 군사협력 현황을 분석하기 위해 세 가지 작업을 수행한다. 첫째, 군사협력의 강도를 측정하기 위한 이론적 틀을 제시한다. 둘째, 이론적 틀을 적용하여 냉전 이후 북러 군사협력의 발전 과정과 원인을 분석한다. 셋째, 현대 북러 군사협력의 결정요인과 한계를 분석하여 앞으로의 협력이 어떤 방향으로 발전할 수 있을지 규명한다.
What has been the trajectory of military cooperation between North Korea and Russia since the end of the Cold War? What are the driving factors and obstacles behind their evolving security relationship? This study aims to assess the level of strategic cooperation in North Korea-Russia relations from 1991 to 2023, providing a structured analysis of the nature and direction of their partnership. The findings reveal that military cooperation between Pyongyang and Moscow has consistently remained at an early stage, reflecting a state of weak alignment. Additionally, the study suggests that significant strategic obstacles are likely to continue limiting the extent of military collaboration in the foreseeable future.
