유엔의 평화유지구상(A4P)과 연계된 한국군의 국제평화활동 발전전략

Strategies for the Development of International Peace Activities of the Korean Army in conjunction with the UN's Action for Peacekeeping(A4P)

유엔은 2018년 안토니우 구테흐스 사무총장 취임 이후 PKO의 역할과 한계를 바탕으로 글로벌 안보환경 변화에 효과적으로 대응하기 위한 평화유지구상(A4P)을 추진해 왔다. 출범 5주년을 앞둔 A4P는 국제평화활동의 실효성을 보장하기 위해 유엔이 '공동공약선언' 형태로 추진 중인 이니셔티브이다. 본 연구에서는 유엔가입 30주년을 맞이한 뜻 깊은 시기에 중견국으로 성장한 대한민국이 글로벌 거버넌스 지원에 적극 참여하는 데 필요한 국제평화활동 발전 전략을 도출했다. 이를 위해 A4P의 추진동향을 점검하고, 주요 사례 연구를 통해 한국군의 국제평화활동 개선 필요성을 식별했다. 또한 최근 국제평화활동의 위기·기회요인, 강·약점 등을 분석하여 우리 군이 추진해야 할 국제평화활동 발전방안을 도출했다. 특히 유엔의 A4P와 연계된 다차원적 발전전략을 도출하기 위해 제도적·조직적·기술적·규범적 차원에서 실행전략을 모색하고, 분석적 계층기법(AHP)을 적용하여 우선순위를 결정하였다.

Since the inauguration of Secretary-General António Guterres in 2018, the United Nations has been pushing for a new Action for Peacekeeping (A4P) to effectively respond to changes in the global security environment based on the PKO's role and limitations. The A4P, which is set to mark its fifth anniversary, is an initiative being pursued by the United Nations in the form of a Declaration of Shared Commitments to ensure the effectiveness of international peace activities. In this study, at a meaningful time on the 30th anniversary of joining the United Nations, the strategies for developing international peace activities necessary for the Republic of Korea to actively participate in global governance support were derived. To this end, ahead of the 5th anniversary of its launch, the A4P's promotion trend, which is becoming more visible, was checked, and the need for the development of international peace activities of the Korean military was identified through major case studies. In addition, the recent crisis, opportunity factors, strengths, and weaknesses of international peace activities were analyzed to derive a plan for the development of international peace activities that the Korean military should pursue. In particular, in order to derive a multidimensional development strategy linked to the A4P of the United Nations, implementation strategies were sought at the institutional, organizational, technical, and normative levels, and priorities were determined by applying Analytical Hierarchy Techniques (AHP).
