통일정책과 연계된 남북 군사통합 추진방향 연구

A Study of the direction to integrate the two Korea’s Military Forces in Relation to Unification Policy: Focused on Germany Military Integration

남북 군사통합은 민족공동체 통일방안 또는 남북통합 계획과 연계되어야 하며, 한국군 주도의 합의에 의한 군사통합은 급변한 북한의 요구와 순응에 따라 자주적, 국제적, 민족적, 평화적 원칙하에 이루어질 것이다. 이를 전제로 준비하고 추진할 단계별 방향을 도출하고 제시하는 것이 본 연구의 목적이고 목표이다. 본 연구는 통시적, 공시적 관점에서의 해외 사례를 연구하고 한반도에 적합하고 효과적인 군사통합 방안을 도출하여 기존 연구들보다 창의적이고 구체화하여 제시하였다. 제시된 군사통합 방안은 남북관계의 진전에 따라 현실화될 경우에 정책적, 전략적 추진방안에 크게 기여될 것이다. 본 연구에서는 남북 군사통합 방안을 공존, 흡수, 완성의 3단계로 구분하였다. 군사통합 제1단계 공존은 현 체제를 그대로 유지하면서 군사통합을 위한 여건을 조성하는 것이며, 제2단계 흡수는 군사통합을 이행하는 단계로서 준비, 인수, 편입 등 군사통합 완성을 위한 과도기적 조치를 취하는 것이고, 제3단계 통합의 완성은 내외적 통합을 완성하여 군사대비 태세를 완비하는 것이다. 우리에게 남북통일과 군사통합은 어느날 갑자기 일어날 수 있다. 항시 준비하고 역량을 비축하며 전략적 환경과 여건조성을 통해 기회가 오도록 또는 오는 기회를 잡을 수 있어야 할 것이다.

Military integration of the two Koreas should be linked to a plan to unify the national community or an inter-Korean integration plan, and military integration under the South Korean military-led agreement will take place under independent, international, ethnic and peaceful principles in accordance with the rapidly changing North's demands. The purpose and goal of this study is to derive and present a step-by-step direction to prepare and promote on the premise of this. This study studied overseas cases from the perspective of integration and disclosure, derived an appropriate and effective military integration plan for the Korean Peninsula, and presented it more creatively and concretely than previous studies. The proposed military integration plan will greatly contribute to the policy and strategic promotion plan when it becomes a reality according to the progress of inter-Korean relations. In this study, the inter-Korean military integration plan was divided into three stages: coexistence, absorption, and completion. The coexistence of the first stage of military integration creates conditions for military integration while maintaining the current system. The second stage of absorption is to take transitional measures to complete military integration, such as preparation, acquisition, and incorporation. For us, unification and military integration can happen suddenly one day. It should be possible to always prepare and stockpile capabilities, and to seize opportunities that come or come through the creation of strategic environments and conditions.
