러시아가 우크라이나를 침공한 지 4개월이 지났다. 여론을 이용한 선전전으로 인해 객관적이고 정확한 상황 파악이 제한되고 있다. 본 논문의 연구목적은 우크라이나 전장에서 누가 이기고 있는지, 정확한 정세는 무엇인지 알기 위해 러시아의 작전개념과 작전 경과를 분석하는 것이다. 러시아의 전쟁은 2단계로 구분되어 실시하고 있다. 1단계 작전에서 러시아는 전 세계 전문가의 예상과 달리 조직적이지 못한 전투 행동을 보이면서 대량 피해를 입었다. 그 원인은 러시아는 정규전이 아닌 제한된 목표를 달성하기 위한 특수작전을 하고 있기 때문이다. 2단계에서 러시아군은 1단계의 단점을 교훈으로 삼아 전술을 소모전 전술로 바꾸었다. 화력을 최대한 이용하여 우크라이나군의 유생역량을 말살하고 나서 지역을 점진적으로 점령하고 있다. 양국의 작전지속능력의 요소인 병력 운용, 무기 및 물자 보급, 방위산업 능력 등을 고려했을 때 러시아가 우세하며, 시간이 갈수록 러시아군에 유리하게 진행될 것으로 전망된다. 우크라이나 전쟁의 영향으로 세계적인 군비경쟁 추세가 나타나고 있고 동북아에서도 갈등 요소가 증대되고 있다. 이에 따라 주변국들을 군사 동향을 예의주시하고 각종 군사위협을 무력화할 수 있는 군사력 발전이 필요하다. 이를 위해 관련 분야 전문가 육성 및 정보분석 시스템 발전, 전쟁양상 연구 및 대응이 긴요하다.

It has been four months since Russia invaded Ukraine. Objective and accurate understanding of the situation is limited due to propaganda using public opinion. The purpose of this study is to analyze Russia's operational concept and operational progress in order to know who is winning on the battlefield in Ukraine and what the exact situation is. Russia's war is divided into two phases. In the first stage of the operation, Russia suffered massive losses due to unorganized combat behavior, contrary to the expectations of experts around the world. The reason is that Russia is conducting special operations to achieve limited goals rather than regular war. In the second stage, the Russian army took the shortcomings of the first stage as a lesson and changed its tactics into attrition warfare tactics. Using firepower to the fullest, the Russian army has been gradually occupying the area, annihilating the living creatures of Ukrainian army. Considering the elements of the two countries' operational continuity capability, such as the use of troops, the supply of weapons and materials, and the defense industry capability, Russia has the upper hand, and it is expected that the progress will be advantageous to the Russian military as time goes on. A global arms race is emerging under the influence of the Ukrainian war, and conflict factors are increasing in Northeast Asia. Accordingly, it is necessary to closely monitor military trends in neighboring countries and develop military power to neutralize various military threats. To this end, it is essential to foster experts in related fields and to develop information analysis system, and to study war aspects and develop countermeasures against them.
