Electricity Cooperation for the Reunification with North Korea : Focusing on Multilateral Cooperation in Northeast Asia

북한의 전력 부문은 설치된 발전 용량을 충분히 활용하지 못함에 따라 공급 부족이 심각한 상황으로서, 향후 통일을 대비하기 위한 기반으로서 전력 협력의 중요성이 커지고 있다. 북한과의 전력 협력은 우리와 북한 간 양자 협력과 다른 국가들이 추가적으로 참여하는 다자 협력으로 구분된다. 양자 협력의 경우, 발전 인프라 보수와 증설, 재생에너지 협력, 송배전 인프라 고도화 등이 제시되는데, 초기에는 우리나라에 의한 일방적 지원 형식으로 추진될 수 있지만 일정한 한계가 존재한다. 반면 다른 국가들이 포함된 다자 협력은 더욱 구체적이고 지속적인 성과를 이끌어 낼 수 있는 대안이다. 다자 협력에는 전력망 연계와 슈퍼그리드 구축, 국제기구 기반 협력 등이 포함되며, 추가적으로 남북 간 협력에, 자본과 기술을 가진 다른 국적의 기업이 참여하는 방안 역시 해당된다. 향후 국제 정세에 따라 최적의 다자 협력 방안을 도출해야 하는 상황에서 우선 각 방안의 특성과 여건에 대한 충분한 분석과 대비가 중요하다. 특히 실제 실행에 있어서도 단순하게 각 협력 방안들의 비용과 이점만을 고려하는 것을 넘어서서, 통일 준비라는 더욱 근본적인 목표 하에서 주변 국가들과의 입장을 조율하여 그들의 참여와 지지를 유도하는 것이 필요하다.

North Korea's power sector is in a problematic situation of shortage as the installed power generation capacity is not fully utilized. The importance of power sector cooperation is growing as a basis in preparing for reunification. Electric cooperation with North Korea can be categorized into bilateral cooperation between South Korea and North Korea and multilateral cooperation in which other countries additionally participate. The bilateral cooperation includes the repair and expansion of current power generation capacity, renewable energy cooperation, and the advancement of power transmission and distribution infrastructure. This type of cooperation may be enhanced in the form of unilateral support by Korea in the early days, but limitations remain. Meanwhile, multilateral cooperation is an alternative that can lead to more concrete, effective, and sustainable results. Power grid connection including supergrid projects and cooperation through international organizations belong to this category. In addition, companies from the third countries can be invited to participate in bilateral power cooperation projects between the two Koreas. As the optimal approach is required for each cooperation project with understanding the evolution of international relations, a thorough analysis of each option and the preparation for all the scenarios are essential. Furthermore, the electric power cooperation in the Northeast Asian region should be coordinated under the fundamental goal of reunification, drawing the participation and support of neighboring powers.
