유엔군사령부 재활성화에 따른 대응방안 연구

A Study on the Korean Government’s Countermeasures Based on United Nations Command Revitalization: with focus on Strategic Triangle theory

본 연구의 목적은 한반도 평화체제를 구축하는 과정에서 주한유엔군사령부 위상과 역할 변화를 검토해 보고, 바람직한 정책적 대안을 세워보는데 있다. 이를 위하여 1953년 7월 27일 정전협정에 서명주체로 참여하였던 미국과 중국, 북한 등이 전략적 삼각관계를 형성한다는 이론적 모델을 설정하였다. 전략적 삼각관계의 관점에서 보면 미국과 중국, 북한 등이 안정적 결혼> 낭만적 삼각관계> 3자 동거> 낭만적 삼각관계 등 순으로 삼각관계를 맺어왔다. 미국은 2006년 한국과 전시작전통제권 전환 논의를 계기로 유엔사 재활성화를 추진하였고, 한국은 해당 논의를 연기하거나 꺼리는 경향을 보였다. 이에 따라 한국은 한미동맹을 우선적으로 고려해 미국의 유엔사 재활성화 정책에 편승해 가칭 ‘한미 워킹그룹’을 결성해야 한다. 한국은 워킹그룹을 통해 유엔사에서 소재국(host state) 위상 정립과 유엔사와 주둔군지위협정(SOFA) 체결, 유엔사 의사결정기구 참여 등을 위해 외교적 역량을 강화해야 한다는 결론에 도달하였다.

This paper aims to examine the changes in the status and role of the United Nations Command(UNC) in Korea in the process of establishing a peace regime on the Korean Peninsula and explore desirable policy alternatives. To this end, we have examined the key concepts and elements of the Strategic Triangle theory among the United States of America, China and the Democratic People’s Republic of Korea which signed Korean Armistice Agreement on 27 July, 1953. The triad relations have historically developed stable marriage> romantic triangle> ménage à trois> romantic triangle etc. The U.S. has been pushing for the revitalization of the UNC since 2006 amidst its negotiations with Seoul over the transfer of wartime operational control. But Seoul showed tendencies toward delaying or shunning related discussions. This paper suggests that above all, South Korea and the United States should operate a UNC consultation body and pursue future-oriented solutions. First, Korea must solidify its status as the host state in the UNC and conclude a SOFA with the UNC. In a revitalized UNC, Korea should secure the position of deputy commander and participate in the decision-making process.
