유럽 체제전환국들의 유럽연합(EU)와의 경제통합 사례 연구와 북한에의 함의

A Study on transition economies in EU and its implication on North Korea: Focused on determinants of economic growth

본 연구는 북한의 체제전환이 자국뿐 아니라 인접국에게 긍정적인 영향을 미치기 위해서는 어떠한 방식을 도입해야 할 것인가에 대한 문제의식에서 시작되었다. 유럽연합 사례분석에 따르면, 첫째 체제전환국의 대규모 사유화는 체제전환국가들, 그리고 인접한 비(非)체제전환국의 경제성장에 긍정적인 영향을 미친다. 둘째, 체제전환국의 경제성장에는 무역 및 외환 시스템의 개선과 가격정책의 자유화가 긍정적인 영향을 미친다. 셋째, 비(非)체제전환국의 경제성장에는 인접한 체제전환국들의 소규모 사유화가 긍정적인 영향을 미치나, 거버넌스 및 기업의 구조조정, 가격정책의 자유화, 경쟁정책의 심화 등이 모두 부정적인 영향을 미친다. 본 연구는 다음과 같은 북한에의 함의를 제공할 수 있다. 첫째, 북한의 경제성장을 위해 대규모 국영기업들의 사유화 확대가 필요하다. 이러한 변화는 북한 뿐 아니라, 동북아시아 역내 국가들의 경제성장에도 긍정적인 영향을 미칠 것으로 예상된다. 다만 소규모 사유화가 더불어 추진된다면 인접국의 경제성장에는 더욱 긍정적인 효과가 있을 수 있을 것이다. 둘째, 무역 및 외환시스템의 개선이 북한 경제에는 긍정적인 결과를 가져다 줄 것으로 예상된다. 셋째, 과도한 경쟁정책의 도입은 북한의 경제성장 뿐 아니라 인접국의 경제성장에도 부정적인 영향을 미칠 수 있음을 염두에 둘 필요가 있다. 마지막으로 북한의 가격정책의 자유화는 북한에게 긍정적인 영향을 미칠 수 있지만, 인접국에게는 부정적인 영향을 미칠 수 있다.

This study explores EU transition economies in order to figure out determinants of North Korean and its neighboring countries' economic growth under the North Korea's economic transition. This paper shows first, the large-scale privatization of the transition countries should be promoted for the economic growth of not only the transition but also non-transition economies. Second, the trade and foreign exchange systems and price policies affect to economic growth positively in transition economies. Third, small-scale privatization of transition economies affect to non-transition neighbors positively. Finally, competition policies in transition economies affect to economic growth in EU member countries negatively. Accordingly, the large-scale privatization in North Korea might affect positively to economic growth of North Korea and its neighbors. Market based policies on trade and foreign exchange system are highly recommended for North Korean economic growth. However, competition policies should be carefully applied to North Korea for its own economy and also Northeast Asian economies.
